Mean of 2 draws (0.40, 0.44) after one crux research pass. (0) Not resolved: Newsweek (Oct 13-14) reports no formal announcement, and Harris told Keke Palmer on Oct 13 'I haven't decided yet. I will, I promise.' Yes needs a decision plus a formal self-announcement (not an exploratory committee or FEC filing) before Jul 1, 2027. (a) About 8.5 months remain, roughly 8 after the Nov 3 midterms she names as her decision point. (b) Status quo is No: she has deferred serially (governor decision, then book, then midterms), and CNN allies say she is 'not in the same kind of hurry' and won't rush. (c) No: she declines, or waits to late 2027 since a near-universally known former nominee faces no filing pressure before the Jan 2028 SC primary. Doubts include the Axios ex-aide survey (1 of 8 'probably', 5 'likely won't'), WSJ reports of Emhoff's reluctance and donor doubts, and Polymarket's ~7% nomination price. (d) Yes: Democrats do decently, she follows the 2020-cycle window (most launches 2-6 months post-midterm), and with ~11 staff, the PAC, the DNC email list, a 15-point lead and Newsom deferring, she announces by spring 2027. P(run) ~50% times P(before July | run) ~75-80% gives ~38-40%. That is below the Kalshi midpoint (~51%, ask 54%); the sibling 'before Oct 1, 2027' contract at 56% also implies this earlier deadline should be lower.

The Kalshi price is the anchor. Related Kalshi and Polymarket markets on Harris's 2028 nomination and run give cross-venue signals. Wikipedia's 2028 Democratic primaries page gives the declared and potential candidates list and the reference timing for when candidates announce. - current state: As of Oct 15, 2026 Harris has made no announcement and has said she is undecided and focused on the midterms. She is building a political infrastructure: staff, donors, a PAC and early-state travel. Her husband and some donors reportedly have doubts. Nothing found suggests a launch date before July 2027.
- base rate: The reference class (2020 cycle) puts most serious Democratic announcements within roughly 2–6 months after the midterms, so a launch before 2027-07-01 is feasible if she runs. But she is publicly undecided, her family and donors reportedly have reservations, and a former nominee might wait longer or skip the race. An outside Kalshi price of 56% for "before 2027-10-01" (reported 2026-10-13) is the nearest market anchor.
- yes case: The strongest YES case is a front-runner with a rebuilt senior team, a small-dollar base and an assumed post-midterm decision point, who follows the usual early-2027 launch window. Everything depends on her deciding to run, and then announcing before Jul 1 instead of later in 2027.

- The Newsom pledge and the aide survey both check out, but neither settles anything. The survey is small and openly caveated, and the pledge is conditional. The evidence favours "no announcement soon": her own camp says she will decide after the midterms, with no urgency. How likely a launch before Jul 1, 2027 is depends on whether she runs at all (evidence mixed, leaning sceptical among ex-aides) and on timing (unresolved, with no sign of hurry).

Stops are Nevada (Oct 21), Mississippi (Oct 22), New Hampshire (Oct 24), Wisconsin (Oct 26), and Georgia (Oct 28–30, including the Oct 30 Fulton County Democratic gala). A Florida virtual event is also planned. Nevada and New Hampshire are early 2028 primary states. AP says she "has not ruled out" another run. The tour raises money through her Fight for The People PAC. https://www.ksat.com/news/politics/2026/10/14/kamala-harris-adds-stops-to-her-final-midterm-campaign-stretch-her-decision-about-2028-comes-later/

- [Rule caveat] Per the rules, an exploratory committee or statement of interest does not count. Warren's 2018 exploratory-committee route would not have resolved this market. Only a formal announcement counts.

report: yes case
YES means: Kamala Harris publicly and formally announces a 2028 presidential campaign, or a run for a party's nomination, before Jul 1, 2027. An exploratory committee, an FEC filing or a statement of interest does not count.
- [2026-10-06] The Donor Class (fetched) lists about 11 paid staff, plus a wider alumni group. The staff include chief of staff Candace Bond and PAC head Brian Fallon, both former campaign aides. Others are Ike Irby, Morgan Burke, Rykia Dorsey Craig and Mitchell Rosenberg. Strategist Kevin Liao called them "the kind of people who would form the core of a campaign's senior leadership." Former chiefs of staff Voles and Nix and adviser Minyon Moore sit on the board of her 501(c)(4), KDH For The People. This is the concrete infrastructure that would let her launch fast. https://thedonorclass.substack.com/p/exclusive-the-team-kamala-harris
- [2026-09-17] CNN (fetched) quotes a person who recently spoke with Harris. She will "analyze next steps" after the midterms and is not in a hurry like others who "want to announce before 2027." That frames the decision as a post-midterm one, with a timeline that is not open-ended. It does not say she will wait past mid-2027. https://www.cnn.com/2026/09/17/politics/kamala-harris-2028-presidential-campaign-democrats
- [2026-09-17] In the same CNN piece, Harris said, "I don't know how to live and not serve." Her allies think she can set her own timeline. https://www.cnn.com/2026/09/17/politics/kamala-harris-2028-presidential-campaign-democrats
- [2025-12-14] Axios reported that Harris was "stepping toward" another run. She extended her book tour into early 2026, with South Carolina and Black-majority cities on it. She also appeared before the DNC and used new anti-status-quo rhetoric. A top Democrat told Axios in Jan 2026 that "Kamala hasn't accepted she's not running yet." https://www.axios.com/2025/12/14/kamala-harris-president-2028 ; https://www.axios.com/2026/01/19/kamala-harris-divide-democrats-2028
- [2026-10-10] Money: the Fight for the People PAC, redesignated from her campaign account in Sept 2025, raised and spent about $8.4M. RVM, relaying the WSJ, says $8.5M of Jan–Sept 2025 receipts were under $200. She bought the DNC email list for about $7M. A former aide told Axios (Sept 20) that the email list means big donors "won't determine" the nominee. https://rvmnews.com/2026/10/report-kamala-harris-builds-2028-campaign-machine-despite-donor-doubts-watch ; https://nobodyslistening.org/p/pete-s-reunion-and-other-revelations ; https://www.axios.com/2026/09/20/kamala-harris-ex-aides-2028-campaign
- [2026-09-20] Even Axios's skeptical survey found 3 of 8 ex-aides saying toss-up or probably running. A former aide put the odds at "50-50" and called her "a very methodical decision-maker." The pessimists' evidence (low profile, a $8M Malibu house, Kirsten Allen's departure) is inferential. The Oct 6 and Oct 10 reports of staffing and donor calls cut against it. https://www.axios.com/2026/09/20/kamala-harris-ex-aides-2028-campaign
- [2026-10-10] The Donor Class (Oct 6) says Newsom said he would defer to Harris. Newsom is the main rival for California and the donor class. If he holds to that, Harris's early start would face less competition. Her own timing would then be the only gate, since she is the field's polling leader. https://thedonorclass.substack.com/p/exclusive-the-team-kamala-harris
- [2026-10-10] Townhall reports that the DNC chose South Carolina as the first primary state. Harris is strongest with Black voters. The calendar rewards early organizing, which is an incentive for a launch by spring 2027. This is a Townhall characterization and not Harris-camp reporting. https://townhall.com/news/josephchalfant/2026/10/10/this-story-could-thwart-kamala-harriss-2028-desires-n2684465
- [2026-10-14] The Oct 21–30 tour (AP) includes Nevada, New Hampshire (third in the Democratic order) and Georgia. Harris's activity also includes private fundraisers and a DNC GOTV call (WSJ via Breitbart, Oct 12). A Harris loss to Trump is not a barrier to renomination in this cycle. Polls on Oct 13 had her leading by about 15 points. https://www.washingtontimes.com/news/2026/oct/14/kamala-harris-adds-stops-final-midterm-campaign-stretch-2028-decision/ ; https://www.breitbart.com/politics/2026/10/12/report-kamala-harris-lays-groundwork-for-2028-campaign/
- [2026-10-13] Harris promised "I will" decide, and said the midterms come first. This implies the decision follows the Nov 3 election. A post-election decision window runs from Nov 2026 to Jun 2027, and the 2020-cycle pattern in the colleagues' reports puts most launches in that window. https://www.wbls.com/news/kamala-harris-reveals-she-has-not-yet-made-a-decision-about-running-for-president-again
Most likely path to YES:
1. Democrats do reasonably well on Nov 3.
2. She decides in Dec 2026–Mar 2027, helped by her polling lead, the email list and her staff.
3. Newsom stays out, as he has said.
4. She makes a formal announcement (video or speech), skipping an exploratory committee, by spring 2027.
BOTTOM LINE: The strongest YES case is a front-runner with a rebuilt senior team, a small-dollar base and an assumed post-midterm decision point, who follows the usual early-2027 launch window. Everything depends on her deciding to run, and then announcing before Jul 1 instead of later in 2027.
NOT FOUND: Any stated launch date or decision deadline from Harris or her team. Any FEC 2028 committee. The Axios Sept 20 text beyond the snippets (403 on fetch). The WSJ original.
report: no case
YES means: Kamala Harris publicly and formally announces a 2028 presidential campaign (not merely an exploratory committee, FEC filing or statement of interest) before 2027-07-01.
- [2026-09-17] CNN (Dovere, read in full via Houston Style): a Harris confidant says she is "not in the same kind of hurry" as others who want to announce before 2027. She "is not going to rush her deliberation." CNN's bottom line was that she hasn't landed on yes or no. This is a deliberate-delay signal. https://cnn.com/2026/09/17/politics/kamala-harris-2028-presidential-campaign-democrats (full text read at http://stylemagazine.com/news/2026/sep/17/kamala-harris-is-sticking-to-her-own-timeline-on-a-2028-decision/)
- [2026-09-17] Same CNN piece: Harris has no major policy speeches planned, and former aides have received no hint about her plans. Several major Democrats considering runs haven't heard from her, and the SC Democratic chair hadn't heard from her either. One major donor said she is "not in the conversation at all" for serious donors. That is the opposite of pre-launch behavior. http://stylemagazine.com/news/2026/sep/17/kamala-harris-is-sticking-to-her-own-timeline-on-a-2028-decision/
- [2026-09-17] CNN: some people who have spoken with Harris doubt she is on a trajectory to launch, because her calls and fall plans are "undirected." Newsom's backers worry he must wait for her decision, "even if that drags into the spring." Her own delay could therefore push past spring. Donna Brazile asks, "what's the rush" given there are no filing deadlines, and suggests talking the week after Nov 3. http://stylemagazine.com/news/2026/sep/17/kamala-harris-is-sticking-to-her-own-timeline-on-a-2028-decision/
- [2026-09-21] Axios (via Yahoo/Mediaite-style summary, search snippet only, page not fetchable): in a survey of eight former Harris aides, only one thought she probably would run. Some described her activity as the "bare minimum" to stay in the 2028 conversation and said she is not hiring and traveling as an aggressive prep would require. Several donors reportedly have reservations. This is a report, not a statement from Harris. https://www.yahoo.com/news/politics/articles/former-kamala-harris-aides-doubt-222729476.html
- [2026-07-31] DemList: "no candidate is expected to officially announce before 2027." Trackers and analysts (CNN's Dovere, Dec 2025; Newsweek) say announcements should come in 2027, so the start of the window is early 2027 at best. Beyond that, the base rate for a late-deciding front-runner is a launch in the back half of the window or after it. 2028tracker (updated Oct 13) says announcements are expected "through 2027," with primaries starting Jan 22, 2028 (SC), which leaves room to launch after July 1. https://2028tracker.com/faq/when-do-2028-campaigns-start ; https://www.demlist.com/demdaily-2028-presidential-the-contenders/
- [2026-10-13] Deadline arithmetic: the window after Election Day (Nov 3) is about 8 months. The first DNC primary is Jan 22, 2028, so a late-2027 launch is still comfortable. A front-runner with name ID and no filing deadline faces little pressure to declare by July. Harris herself said in 2020 and 2024 cycles that she launched about 2.5 months post-midterm, but that was a first-time candidate. As a former nominee with near-universal name ID, she has less need to start early. Harris said "I will, I promise" decide, with no date given. https://2028tracker.com/faq/when-do-2028-campaigns-start
- [2026-09-17] The Newsom-defers-to-Harris dynamic cuts toward NO within this window only if she stays silent, and she can control that. Newsom's own timing depends on hers. If she waits until after the 2026-27 holiday period or a book/PAC cycle, the window narrows. Other contenders say deferring to her is "not a consideration whatsoever," so her delay does not force a quick decision. http://stylemagazine.com/news/2026/sep/17/kamala-harris-is-sticking-to-her-own-timeline-on-a-2028-decision/
- [2026-10-14] Her PAC-funded closing tour (Fight for The People) and the Oct 21–30 stops are framed by AP as midterm work, with the 2028 decision "comes later." Midterm campaigning is the stated priority, and she has described '28 as irrelevant if '26 goes badly. If Democrats underperform on Nov 3, she may face pressure to stay out. If they win big, new rivals gain visibility. Either way, nothing sets a pre-July deadline. https://www.usnews.com/news/politics/articles/2026-10-14/kamala-harris-adds-stops-to-her-final-midterm-campaign-stretch-her-decision-about-2028-comes-later
- [2026-10-15] Resolution technicalities favor NO. Only a formal public announcement by Harris or her campaign counts. An exploratory committee (the Warren-2018 route), an FEC filing, a PAC pivot, or "I'm seriously considering" does not count. A front-runner testing waters through a PAC and tour could do all of that and still resolve NO. Statements like "I might run" (Feb 2026) already fall outside the criteria. https://2028tracker.com/faq/when-do-2028-campaigns-start (FEC: a candidacy begins at $5,000 raised or spent, or at public declaration, but only the latter counts here)
- [2026-10-15] Status quo: for a full year since the Sept 2025 book launch and the July 2025 governor decision, Harris has declined to commit, extending the book tour into 2026 and the PAC into the midterms. Each stage has pushed the decision later, from "after the book" to "after the midterms." The pattern is serial deferral, and a further deferral to late 2027 is the lowest-effort path. Source for the July 2025 governor decision, which she made after months of deliberation: https://www.nbcnews.com/politics/2026-election/kamala-harris-decides-not-run-governor-california-rcna222048
BOTTOM LINE: A YES needs Harris to decide, and formally declare, within about 8 months of the midterms. Her allies describe a deliberate, unhurried timeline, her former aides are skeptical, she shows few launch behaviors, and the exploratory/PAC route would not count. A formal announcement after July 1, 2027, or no run at all, are both live and consistent with the status quo.

The first round disagreed: the forecasts rest on claims no source in the evidence confirms: (1) Axios survey found only 1 of 8 former aides thought she would probably run (snippet only); (2) Newsom pledged not to run if Harris runs; (3) Axios survey that only one of eight former aides thought she would probably run (snippet only).
One more research loop went after the crux and every draw below was redone with its report.

CRUX: The claim that would move the forecast most is the Axios ex-aide survey (1 of 8 think she probably runs). It is the main evidence for "she may never run". It holds, with the caveats below.
- **Axios survey: holds, and the "1 vs 3" split is resolved.** Axios (Sep 20, 2026) surveyed eight former aides and advisers, including senior ones.
Only one thought Harris probably will run, two said it's a coin-flip, and five said she likely won't.
The "1–3 leaning toward a run" figure in Forecaster 2 is loose: it is 1 "probably" plus 2 toss-ups. Axios's own caveat is that
some former aides concede they could be wrong, or could be "wishcasting" because they don't want her to pursue another bid.
I could not open the Axios page (403), so I used the Axios snippet and several secondary reports that agree (e.g. https://www.megynkelly.com/2026/09/22/axios-report-finds-many-former-kamala-harris-staffers-dont-expect-2028-run/). The survey sample is small and the aides are former, not current.
- **Current team view: a counterweight.** Per Axios's snippet,
a former aide connected to Axios by her current team put the odds at "50-50."
https://alto.gab.com/feed/axios/item/423850 (a repost of the Axios story).
- **Newsom pledge: holds, but it is conditional and informal.** In a CNN/Tapper interview on Sep 14, 2026 he said
"I wouldn't run if she ran."
https://www.yahoo.com/news/politics/articles/newsom-says-wont-run-president-225821487.html (LA Times). A TV remark is not binding. A Rolling Out piece summarising CNN says
some in Newsom's orbit worry he has boxed himself into waiting, even if her decision doesn't come until spring.
https://rollingout.com/2026/09/17/kamala-harris-has-2028-rivals-waiting/
- **Timing signal (CNN, Sep 17, 2026).** CNN reports that Harris
will keep her focus on the midterms and then analyze next steps. A source says she is not in a hurry like others who want to announce before 2027.
The same piece says there are no policy speeches planned, former aides have had no hint, and she hasn't made donor introductory stops. This favours a slower timeline but does not rule out a spring 2027 launch. https://www.cnn.com/2026/09/17/politics/kamala-harris-2028-presidential-campaign-democrats
- **Latest statement (Oct 13, 2026).** She told Keke Palmer,
"I haven't decided yet. I will, I promise,"
and said her focus is the midterms. https://thehill.com/homenews/campaign/6149362-harris-undecided-2028-campaign-keke-palmer/
- **Schedule (AP, Oct 14, 2026).**
Her closing midterm stretch runs Oct 21–30 and adds New Hampshire, Wisconsin and Mississippi.
It already included Georgia and Nevada. The AP headline says her 2028 decision "comes later." https://www.ksat.com/news/politics/2026/10/14/kamala-harris-adds-stops-to-her-final-midterm-campaign-stretch-her-decision-about-2028-comes-later/
- **Not announced yet.** Newsweek (Oct 13):
neither Harris nor Newsom has formally announced a 2028 campaign.
The same article reports a 15-point Harris lead over Newsom in an FT/Focaldata poll released Oct 11 (30% to 15%). https://www.newsweek.com/kamala-harris-leads-newsom-2028-democrat-front-runners-poll-12559762
- **Earlier signals.** Axios (Dec 14, 2025) said
many Democrats saw her moves that week as the beginnings of a 2028 campaign.
https://www.axios.com/2025/12/14/kamala-harris-president-2028 She also said in Feb 2026 that she "might" run, per The Hill.
BOTTOM LINE: The Newsom pledge and the aide survey both check out, but neither settles anything.

(0) Not resolved. Newsweek (Oct 13–14, 2026) confirms Harris has not formally announced, and on Oct 13 she said "I haven't decided yet. I will, I promise." For YES she still has to decide to run and then formally declare, not just form an exploratory committee or a PAC, before Jul 1, 2027.
(a) About 8.5 months remain, roughly 7.5 of them after the Nov 3 midterms.
(b) Status quo is NO. She has deferred the decision step by step: after the book, then after the midterms. Her confidants describe her as "not in a hurry," and nothing forces a declaration before July, since the first primary (SC) is Jan 2028.
(c) NO path: she decides against running, given the Axios survey (1 of 8 ex-aides think she probably runs, 5 think she likely won't), Emhoff's reported reluctance and donor doubts. Or she takes her time and announces in late summer or fall 2027.
(d) YES path: Democrats do decently on Nov 3. Her polling lead (about 30% vs Newsom's 15%), rebuilt senior staff, small-dollar list and Newsom's deference lead to a decision in Dec–Mar. She then announces by spring, matching the 2020-cycle pattern of launches 2–6 months after the midterms.
Anchor: Kalshi is at 54% ask, 48% bid, mid about 51%. A sibling contract for before Oct 1, 2027 trades at about 56%, which implies the market expects most of any announcement to come before July. I estimate P(run) at about 50–55% and P(before Jul 1 | run) at about 75–80%, which gives roughly 40–44%. The skeptical aide survey, her slow timeline, and Polymarket's roughly 7% price on her winning the nomination justify shading slightly below the mid.
