Mean of 4 draws (0.03, 0.03, 0.03, 0.03). (0) Not resolved. AAA's California page, read directly, shows a regular-gas average of $6.3069 on 10/11/26. That is far above the $4.10 strike. The 2026 low appears to be about $4.23 in early January, so the price has not gone below $4.10 at any point this year. (a) About 81 days remain until December 31, 2026. (b) If nothing changes, the price stays around $6.30 and the market resolves No. (c) NO scenario: the early switch to winter-blend gas trims 10–30 cents, as experts project. The lost refining capacity at Phillips 66 and Valero Benicia (about 17–21% of in-state capacity) and the CARB Cap-and-Invest costs keep prices above $5.50 through year-end. (d) YES scenario: a durable Iran peace deal plus a global supply glut crashes crude below $60, while refiner margin caps and heavy imports collapse California's premium. Even that combination would struggle to cut more than $2.20 (over 35%) in under three months; no such drop has a precedent. Kalshi prices Yes at 7% (bid 7 / ask 12), on thin volume. That price looks rich given the size of the gap and the lack of any forecast anywhere near $4. I shade below the market to about 3%, keeping a small tail for an extreme oil collapse or a data or resolution quirk.

This market resolves on AAA's California average regular gas price on Dec 31, 2026, so the AAA state page is the key source and kalshi_direct gives the price anchor. FRED's EIA California and West Coast weekly retail gasoline series show the trend and the usual seasonal decline in Q4, and crude oil prices are a leading driver. Related Kalshi gas markets at other strikes and the national market help triangulate.

- current state: As of October 11, 2026, AAA's official data shows California's average regular gasoline price at roughly $6.31–$6.39/gal — more than $2.20 above the $4.10 threshold and near the state's all-time record — driven by refinery closures (Phillips 66 LA, Valero Benicia) and California-specific taxes/regulations. For the market to resolve "Yes" (price strictly below $4.10), California gas would need to fall by over 35% in less than three months, which is not indicated by current trends, though an early
- base rate: Historically, California's AAA average regular price has been below $4.10 only briefly (late 2021 and the final days of 2025/early Jan 2026); the structural loss of ~17% of in-state refining capacity in 2026 has driven prices from ~$4.10–4.30 in January to $6.3–6.4 by October 2026, a level with no precedent for reversing below $4.10 within a quarter — the base rate and current trend both argue strongly against a return below $4.10 by Dec 31, 2026.
- yes case: The YES case rests on stacking several simultaneous, currently-in-motion but unconfirmed developments — a durable Iran war resolution driving crude toward JPMorgan's revised ~$78/bbl year-end forecast, full effect of Newsom's early winter-blend and E15 interventions, and renewed CEC regulatory pressure on refiner margins — combined with the historical tendency for California prices to be seasonally lowest in December/January; but even optimistic combinations of these levers have not been shown i
- no case: Every lever currently in play — the winter-blend switch (worth at most ~30 cents), CARB's newly effective Cap-and-Invest rules, and an industry warning of further refinery closures rather than restarts — points to continued high prices, not a ~$2.20 (35%+) collapse to below $4.10 in under three months; status-quo inertia and the absence of any mechanism large enough to close that gap argue strongly for NO.

- [2026-10-11] AAA's official state gas price average page shows California regular gasoline at $6.3069/gal today, versus the national average of $4.3585/gal. (https://gasprices.aaa.com/state-gas-price-averages/)
- [2026-10-09] AAA/Contra Costa News report:
"Gas prices remain the highest they've ever been for this time of year," said Doug Johnson, spokesperson for AAA Mountain West Group, noting "this is the first year the national average has been above $4 per gallon in October."
California's statewide average that week was $6.34, falling 6 cents from the prior week. (https://contracosta.news/2026/10/09/aaa-california-gas-prices-slightly-fall-but-remain-historically-high/)
- [2026-10-09] California's top metro prices that week: San Francisco $6.52, Oakland $6.41, San Jose $6.33, Sacramento $6.32, Fresno $6.38 — all far above the $4.10 threshold. (https://contracosta.news/2026/10/09/aaa-california-gas-prices-slightly-fall-but-remain-historically-high/)
- [2026-10-06]
California's average gas price sits at $6.39 a gallon as Newsom fast-tracks winter-blend fuel to ease costs after a record September.
That figure sits less than 5 cents below California's all-time record of about $6.44 a gallon set in June 2022.
- [2026-10-02] AAA press release:
the average for a gallon of regular gasoline in California jumped 17 cents in the past week to $6.40, bringing the state average just 3 cents shy of the all-time record of $6.43 set in June of 2022; drivers are now paying 70 cents more than last month, and $1.76 higher than last year.
- [2026-09] AAA called September 2026 a record month:
the monthly average was $4.33, 50 cents higher than the previous September record of $3.83 set in 2023.
This record was for the national average, with California far higher. (https://contracosta.news/2026/10/02/aaa-california-gas-prices-rise-nearing-record-high/)
- [2026-01-09 to 2026-10-09 trend] Contra Costa County AAA price history shows a steady climb through the year: $4.23 (Jan 9) → $4.39 (Jan 30) → $4.95 (Mar 6) → $5.70-6.22 (spring) → $5.44-5.71 (summer) → $5.54-5.80 (Aug) → $6.11-6.42 (Sept-Oct), confirming prices have been well above $4.10 for most of 2026 and are currently near record highs. (https://contracosta.news/2026/10/09/aaa-california-gas-prices-slightly-fall-but-remain-historically-high/)
- [2026-04] A Valero refinery in Benicia, CA closed in April 2026, following the October 2025 closure of the Phillips 66 Los Angeles refinery, removing a combined share of in-state refining capacity cited in multiple reports as 17-21%. (https://www.breakthroughfuel.com/blog/how-to-navigate-the-impact-of-closing-oil-refineries-in-california/)
- [2026-10-06] Local reporting notes Governor Newsom is pushing an early transition to winter-blend fuel (which is cheaper to produce) to try to ease prices, though analysts cautioned
recent declines at the pump could prove temporary given how volatile global oil markets remain.
- [2026-10-09] AAA data also shows nationwide oil market pressure: crude (WTI) closed near $90.42/barrel that week, with U.S. crude inventories at 427.3 million barrels, 2% above the five-year average — a backdrop of elevated but not extreme crude costs nationally, while California's price premium stems mainly from in-state refinery capacity loss and regulation/tax costs. (https://contracosta.news/2026/10/09/aaa-california-gas-prices-slightly-fall-but-remain-historically-high/)
- [2026-10-05] Secondary aggregator confirms AAA-sourced figure:
as of October 5, 2026, the average price for a gallon of regular gasoline in California is $6.392; mid-grade averages $6.608, premium $6.813, and diesel $8.358 per gallon.
BOTTOM LINE: As of October 11, 2026, AAA's official data shows California's average regular gasoline price at roughly $6.31–$6.39/gal — more than $2.20 above the $4.10 threshold and near the state's all-time record — driven by refinery closures (Phillips 66 LA, Valero Benicia) and California-specific taxes/regulations. For the market to resolve "Yes" (price strictly below $4.10), California gas would need to fall by over 35% in less than three months, which is not indicated by current trends, though an early winter-blend transition is being pushed to offer modest relief.
NOT FOUND: No evidence of any near-term (before Dec 31, 2026) event likely to cut California gas prices by more than 35%; no official AAA forecast for year-end 2026 price; could not find a post-October-9 AAA weekly update (most recent confirmed data point is 2026-10-11 national figure and 2026-10-09 CA state figure).

- [2025-12-18]
Southern California gas prices dropped to the lowest levels of the year, with the statewide average at $4.33, eight cents lower than last week.
- [2026-04-05]
AAA's daily California average reached $5.923, versus a month-ago average of $4.810 and a year-ago average of $4.950
— a roughly 24% monthly jump coinciding with Valero's Benicia refinery closure.
- [2026-04-07]
AAA California average was $5.930, up from $5.078 a month earlier
, confirming the spike was sustained, not a one-day anomaly.
- [2026-09-18]
California's average regular gas price jumped 19 cents in a week to $6.08
, with
the national average up 16 cents to $4.43, more than a dollar higher than a year earlier
.
- [2026-10-07] Independent AAA-sourced trackers show California regular averaging $6.36/gal,
up 8.5% from a month earlier ($5.86) and up 36.6% from a year earlier ($4.66)
.
- [2026-10-11 reporting on Oct 5]
As of October 5, 2026, California's average regular gasoline price was $6.392/gal, $2.03 above the national average of $4.37, ranking California #50 (least affordable) among states
.
- [2026-09-25] Fact-checkers confirmed
two California refineries — Phillips 66's Los Angeles refinery (October 2025) and Valero's Benicia refinery (April 2026) — shut down, representing a 17% loss in state refining capacity
, the structural driver of the 2026 price spike (compounded by the 2026 Iran-related oil-market shock per the same source).
- [2025-04 reporting] Pre-closure analyst forecasts (USC Prof. Michael Mische) projected
prices could jump to between $6.04 and $6.43/gal after the Phillips 66 closure, and $7.34–$8.43/gal after Valero's Benicia closure
— forecasts that have proven roughly accurate in direction and magnitude by late 2026.
- [historical base rate] Annual California averages (AAA/EIA): 2021 $4.16, 2022 $5.48 (record), 2023 $4.95, 2024 $4.76, 2025 $4.62 —
"the California state gas price average for all of 2024 was $4.76 a gallon, which is the third highest annual average price ever behind the 2022 average price of $5.48"
. California has not had a monthly average below $4.10 since 2021; 2026 is on pace to set a new all-time record annual average, far above $4.10.
- [trend trajectory] California prices fell to a cycle-low near $4.10–4.23 in Dec 2025/Jan 2026, then rose sharply through 2026 due to refinery closures, reaching $5.9–6.4 by April–October 2026 with no reversal below $5 observed since spring.
BOTTOM LINE: Historically, California's AAA average regular price has been below $4.10 only briefly (late 2021 and the final days of 2025/early Jan 2026); the structural loss of ~17% of in-state refining capacity in 2026 has driven prices from ~$4.10–4.30 in January to $6.3–6.4 by October 2026, a level with no precedent for reversing below $4.10 within a quarter — the base rate and current trend both argue strongly against a return below $4.10 by Dec 31, 2026.
NOT FOUND: No direct forecaster/analyst projection specifically for the Dec 31, 2026 California average price point relative to $4.10 strike; no evidence of any refinery capacity coming back online before year-end 2026 that would reverse the trend.
report: yes case
YES means: California's AAA-reported average regular gasoline price falls strictly below $4.10/gal at some point on or before Dec 31, 2026 (the market tracks the state's year-low, so a single qualifying reading under $4.10 before close would be enough under a literal reading of "by Dec 31, 2026").
- [2026-09-28] Governor Newsom invoked SB 237 to immediately suspend California's summer-blend requirement and order CARB/CDFA to permit winter-blend gasoline "to be manufactured, imported, distributed, and sold in California immediately," a policy lever explicitly aimed at cutting pump prices before year-end. (https://www.gov.ca.gov/2026/09/28/governor-newsom-takes-action-to-help-lower-prices-amid-trumps-nationwide-gas-and-diesel-price-spike/)
- [2026-09-28] The same action directed the California Energy Commission to publish a public spot-market report and separately track renewable diesel pricing, a transparency push state officials frame as pressuring refiners/traders and potentially compressing margins. (https://www.gov.ca.gov/2026/09/28/governor-newsom-takes-action-to-help-lower-prices-amid-trumps-nationwide-gas-and-diesel-price-spike/)
- [2026-09-19] Earlier in September, Newsom signed legislation accelerating E15 sales in California, adding a cheaper fuel option to the state's supply mix ahead of the holiday season. (https://www.gov.ca.gov/2026/09/28/governor-newsom-takes-action-to-help-lower-prices-amid-trumps-nationwide-gas-and-diesel-price-spike/)
- [2026-10-08] Oil-market reporting shows traders "increasingly tuning out" Trump's Iran rhetoric and that intraday volatility has shrunk as strikes on energy infrastructure have become less frequent, suggesting the war's price-support effect is weakening.
Seven months into the conflict, the oil market’s focus has shifted away from rhetoric and on to cargo movements, and as traders pull back, the swings in oil prices are also shrinking, with volatility calming amid fewer strikes against energy infrastructure.
- [2026-07-02] JPMorgan's commodities desk cut its year-end-2026 crude forecast sharply.
the new projection for price per barrel at the end of 2026 is $78, which is lower than the previous forecast of $95.
- [2026-07-02] JPMorgan analyst Kaneva also projected a growing global oil supply surplus into the fourth quarter.
Kaneva believes that moves like the UAE’s could contribute to another surprising scenario: an oil oversupply, which could occur as soon as late summer, with the first surplus emerging in August at around 1.2 mbd as Persian Gulf supply recovers to about 90% of pre-war volumes, rising further to 97% in October and reaching near full recovery in November.
A full resolution of the Iran conflict plus this supply glut is the mechanism most likely to pull national (and thus some of California's) crude-cost component down meaningfully by December.
- [2026-04-08] The war has already shown capacity for abrupt, large price drops on diplomatic news: a prior ceasefire announcement triggered an immediate crash in crude.
Global crude oil prices plunged after US President Donald Trump announced a two-week ceasefire with Iran that includes a commitment to restore navigation through the Strait of Hormuz, with West Texas Intermediate crude dropping to as low as 91 dollars 11 cents per barrel.
A durable, final peace deal could repeat or extend this effect into Q4.
- [recent/undated, cited in CBS fact-check] Even California-specific regulatory drivers are modest in isolation: UC Davis researcher Colin Murphy, cited for LCFS impact, said a large compounding price increase from regulation would need an implausible chain of events.
Newsom cites an expert's outdated 5- to 8-cent-per-gallon figure when estimating the impact of changes to the state's Low Carbon Fuel Standard; that expert now estimates the impact at around 8 to 9 cents per gallon, and said an increase as large as 65 cents would require a "jaw-droppingly implausible combination of unlikely events."
This undercuts the most bearish ($7-8/gal) forecasts and keeps open a path toward a steeper decline than currently priced if refinery/import flows stabilize.
- [2024-10/2025 law] California already has a dormant regulatory toolkit that, if activated aggressively, could compress refiner margins and reduce price spikes: ABX2-1 lets CEC "require oil refiners operating in California to maintain established minimum inventory levels," with penalties up to $1,000,000/day for noncompliance, and SBX1-2 created (paused) refiner profit-margin caps.
ABX2-1 further expands CEC authority, allowing it to require oil refiners operating in California to maintain established minimum inventory levels, with refineries violating the CEC requirements facing potential penalties of up to $1,000,000 per day after a three-day notice period.
Regulators could reactivate the paused profit-margin cap under continued political pressure from record prices, adding downward pressure beyond the winter-blend switch alone.
- [2026-01-08, base case] The clearest structural precedent for a sub-$4.10 reading in this very window is that California began 2026 at $4.23/gal, only slightly above the threshold, showing the state can post sub-$4.30 readings in winter months when seasonal demand is lowest and blend costs are cheapest — a seasonal pattern that recurs each December/January.
BOTTOM LINE: The YES case rests on stacking several simultaneous, currently-in-motion but unconfirmed developments — a durable Iran war resolution driving crude toward JPMorgan's revised ~$78/bbl year-end forecast, full effect of Newsom's early winter-blend and E15 interventions, and renewed CEC regulatory pressure on refiner margins — combined with the historical tendency for California prices to be seasonally lowest in December/January; but even optimistic combinations of these levers have not been shown in any current forecast or official statement to close the roughly $2.20+/gal gap to $4.10 by Dec 31, 2026.
NOT FOUND: No analyst, AAA, CEC, or GasBuddy projection forecasting California prices anywhere near $4.10 by year-end 2026; no evidence CEC has reactivated the paused refiner profit-margin cap or imposed ABX2-1 penalties in 2026; no confirmed Iran war ceasefire/peace deal as of Oct 11, 2026.
report: no case
YES means: AAA's California average regular gasoline price falls strictly below $4.10/gal at some point on or before Dec 31, 2026 (the question resolves Yes if that threshold is reached by year-end).
- [2026-10-09] A Chevron letter to Gov. Newsom warned that CARB's Cap-and-Invest amendments "will cripple the survivability of the state's remaining refineries, which will result in California losing the entire industry," raising the prospect of further capacity loss beyond the already-closed Phillips 66 and Valero plants rather than any restoration of supply. (https://thehill.com/business/5800963-chevron-threatens-california-refineries/)
- [2026-05-29] CARB adopted the Cap-and-Invest amendments on a 9–4 vote, with the changes "tightens the program's emissions cap through 2030" and set to take effect September 1, 2026, meaning the regulatory cost structure pressuring pump prices upward is now locked in for the remainder of 2026, not loosened. (https://stillwaterpublications.com/cap-and-compromise-carb-adopts-cap-and-invest-amendments-on-a-divided-9-4-vote/)
- [2026-09-19] Chevron's El Segundo refinery (290,000 bpd, ~40% of Southern California's jet fuel and a large gasoline supplier) remains vulnerable after an October-2025 fire and operates under CARB's new resupply/turnaround rules, a continuing structural risk to in-state supply rather than a source of relief. (https://www.ogj.com/refining-processing/refining/operations/news/55321189/)
- [2026-10-05] Even the mechanism being used for relief — Newsom's order allowing early sale of winter-blend fuel — is explicitly projected by experts to cut prices by only "10 to 30 cents off the price per gallon," an amount that would leave California near $6.00–6.20, still roughly $2 above the $4.10 strike. (https://www.yahoo.com/news/us/articles/california-gas-prices-set-big-211105811.html)
- [2026-10-07] AAA spokesperson cautioned that the winter-blend switch doesn't guarantee an immediate price drop because "stations will first sell through their existing supply of summer blend fuel," implying any relief is gradual and partial, not a rapid plunge toward $4.10. (https://krcrtv.com/news/local/newsom-allows-early-sale-of-winter-blend-gas-in-california-but-savings-may-lag)
- [2026-10-11] Kalshi's sibling "how low will gas get" market, resolving on the identical Dec-31-2026 AAA-California criterion, lists lower strikes (below $4.00, below $3.90) as separate contracts still priced as longshots, indicating market participants broadly view any drop to the $4-handle as a low-probability tail event, consistent with the structural-shortage narrative rather than a return to pre-2026 pricing. (https://kalshi.com/markets/kxaaagasminca/california-lowest-gas-price-yearly/kxaaagasminca-26dec31)
- [2026-10-11] The same market's companion "how high will gas prices get" contract shows traders assigning material probability to year-end California prices finishing above $6.60, underscoring that the market consensus is for continued high prices, not a collapse to $4.10. (https://kalshi.com/markets/kxaaagasmaxca/california-highest-gas-price-yearly/kxaaagasmaxca-26dec31)
- [2026-10-10] CNBC reported Hurricane Isaias forced oil companies to shut in roughly 1.3 million bpd (63% of Gulf production) and noted Gulf refineries are "running at 95% of their capacity, so there is no slack in the system to make up for lost production" — a reminder that national crude/product markets remain tight heading into Q4, limiting any import-driven relief for California. (https://cnbc.com/2026/10/09/hurricane-isaias-gulf-mexico-oil-refinery.html)
- [historical pattern] Even the brief sub-$4.30 window seen at the start of 2026 (Jan 8 report) occurred before the Valero Benicia closure in April and the subsequent CARB rule changes; no analogous seasonal low has occurred since those structural shocks took hold, and no refinery capacity is scheduled to return online before year-end 2026.
BOTTOM LINE: Every lever currently in play — the winter-blend switch (worth at most ~30 cents), CARB's newly effective Cap-and-Invest rules, and an industry warning of further refinery closures rather than restarts — points to continued high prices, not a ~$2.20 (35%+) collapse to below $4.10 in under three months; status-quo inertia and the absence of any mechanism large enough to close that gap argue strongly for NO.
NOT FOUND: No AAA, EIA, or CEC forecast explicitly projecting a California year-end 2026 price near $4.10; no confirmation of additional refinery restarts or import capacity increases large enough to offset the ~17-21% lost refining capacity before Dec 31, 2026.

(0) The condition is not met. AAA's California page shows $6.3069 on 10/11/26. The 2026 low appears to be about $4.23 in early January, which AAA called the lowest since 2021, so no reading in 2026 has gone strictly below $4.10. (a) About 11.5 weeks remain until Dec 31, 2026. (b) If nothing changes, the price stays near $6.30, roughly $2.20 above the strike, and the market resolves No. (c) The No path is the likely one: the winter-blend switch trims 10–30 cents, two refinery closures keep removing about 17% of in-state capacity, Brent stays above $100, and prices end the year somewhere around $5.50–6.20. (d) A Yes would need several things at once: a durable Iran peace deal, a crude collapse well below JPMorgan's $78 forecast, aggressive CEC margin caps and a large import surge. Together these would have to cut 35%+ from pump prices in under three months, which has no precedent even in the post-2022 decline. Kalshi's price is 7% with a 7/12 bid/ask spread on thin volume, and the research found no forecast anywhere near $4.10. I therefore shade below the market to about 3%, keeping a small tail for extreme oil-market shocks or a resolution quirk.

(0) Not met: AAA shows California at $6.3069 on 10/11/26, more than $2.20 above the $4.10 strike. The year's low appears to be about $4.23 in early January; the 7% price implies traders don't think it went below $4.10 inside the window. (a) About 81 days remain until the Dec 31, 2026 deadline. (b) If nothing changes, prices stay around $6.30 and the market resolves No. (c) No: the early winter-blend switch is worth only 10-30 cents per experts and phases in slowly, lost refinery capacity stays offline, Cap-and-Invest costs are in effect, Brent is above $100, and California ends the year at $5.50-6.20. (d) Yes would need an Iran peace deal, crude collapsing below JPMorgan's $78 forecast, a supply glut and aggressive CEC margin caps all together to produce a 35%+ drop, with no precedent or forecast supporting it. I anchor on Kalshi's 7% (bid 7 / ask 12, thin volume) but shade lower for longshot bias.

(0) The condition is not met. AAA's own page, read on 10/11/26, shows California regular at $6.3069. The year's low appears to have been about $4.23 in early January, and Kalshi has not settled the market, so no sub-$4.10 reading has occurred. YES would need California's average to fall below $4.10 at some point before Dec 31, a drop of more than $2.20 (35%+). (a) About 81 days remain. (b) If nothing changes, the price stays above $6 and the market resolves No. (c) NO scenario: the early winter-blend switch trims 10-30 cents. The structural loss of 17-21% of in-state refining (Phillips 66 LA, Valero Benicia), Cap-and-Invest costs and Brent above $120 keep prices near $5.50-6.30 through year-end. (d) YES scenario: a durable Iran peace deal plus a supply glut (JPMorgan's $78 year-end crude forecast) collapses crude, margin caps are reactivated, and the seasonal December low compounds the effect. Even that combination has no precedent for erasing a $2.20 California premium within one quarter, especially when January 2026, before Benicia closed, only reached $4.23. The Kalshi anchor of 7% (bid 7 / ask 12) looks inflated by longshot bias and thin volume. No forecaster projects anything near $4.10, so I price YES slightly below the market at about 3%.

Trade rationale
The ticker (KXAAAGASMINCA) confirms this is California's AAA average and asks whether it drops below $4.10. YES is priced at 10% (bid 7, ask 12). California is at about $6.31 today and was $6.36-6.40 in early October. The year's low was about $4.23 in January, so the threshold hasn't been hit this year either. Getting below $4.10 in 81 days would take a fall of more than 35%, which has never happened. The forecaster's 3% comes from four identical draws at confidence 0.85, and I think even 3% may be too high. This bet is with the market favourite (NO), which has been the book's profitable type. The concrete evidence is the roughly $2.20 gap between today's price and the strike. The one link to the rest of the book is our NO on diesel above $6.30, and that's a different product with a different threshold.
Allocation logic
The order book is the limit: there's only about $60 resting within 5c on the NO side. A $1,000 order fills at an average of 0.954 against a best ask of 0.93, which leaves only a few points of edge at the fill even if NO is close to certain. $500 cuts the slippage and still collects the expected value, about $20-35 of profit on a high-probability bet.
