- [2026-10-08/09] Guard troops were filmed beside a D.C. ballot drop box outside Foggy Bottom-GWU Metro. Snopes (Oct 12) judged the footage authentic. The drop boxes opened Oct 9, so the box was not yet in use when filmed. The Joint Task Force-DC (JTF-DC) spokesperson said troops are "directed not to monitor or secure polling locations." Two Guard officials told the Post the troops were part of a patrol that had paused. Snopes found no evidence they were assigned to guard the box, and the reason they were there is still unclear. The footage predates the question window, and nothing in the sources says whether the troops were armed. https://www.snopes.com/fact-check/national-guard-ballot-box-dc/
- [2026-10-09] The D.C. Board of Elections formally asked the Guard to "impose limitations" on placing troops near drop boxes and other voting locations. D.C. has 55 drop boxes, open through Nov 3. Guard patrols in D.C. have continued since Aug 2025, so repeat incidental proximity is possible. Whether it would count depends on the "incidental" carve-out. https://www.washingtonexaminer.com/news/campaigns/congressional/4761826/dc-national-guard-troops-away-ballot-drop-boxes/
- [2026-10-07/13] Plaintiffs in LULAC v. DHS (D.D.C., filed 2026-09-10, No. 1:26-cv-03157) amended their complaint. They added Hennepin County, MN, as a plaintiff and added a Voting Rights Act intimidation claim. They also added "statements about a potential" FBI presence at polling places. The page shows a publication date of Oct 7 and a modified time of Oct 13. I found no ruling or injunction. https://www.commoncause.org/press/voting-rights-organizations-and-local-governments-expand-challenge-to-trump-vance-administrations-plans-for-armed-federal-agents-at-polling-places/
- [2026-09-01] DHS Secretary Markwayne Mullin said ICE could go to polling places "if there is a threat to that polling place" or to serve a warrant on someone being tracked. DHS says it is "not planning operations targeting polling locations." That wording leaves room for targeted arrests near sites. https://www.spectrumlocalnews.com/us/snplus/immigration/2026/09/10/lulac-denver-dhs-ice-lawsuit
- [2026-10-14] Reuters (via the Economic Times) reported that the DOJ plans a record 1,000 federal election monitors. It also reported that Mullin declined to rule out ICE near polls and that Gen. Caine said there are "no plans" to send troops. Trump told Time, "I don't rule anything out or in." https://economictimes.indiatimes.com/news/international/world-news/nine-ways-the-trump-administration-could-interfere-with-the-midterms/articleshow/134946992.cms
- [2026-08-31 / 2026-09-30] Gen. Caine wrote to Sen. Slotkin that the Joint Force has no plans to send federal military personnel or federalized Guard to polling places in 2026. The Pentagon (Assistant Secretary Ditlevson) sent a similar letter on Sep 30 and published a military-voting notice on Oct 2. Hegseth has not personally answered. These assurances cover federal troops and federalized Guard only. They do not cover ICE, FBI, or Guard under a governor. https://www.nbcnews.com/politics/2026-election/us-military-troops-polls-midterms-rcna595390 ; https://www.forth.news/stories/CfdcamvUpZjXjAPYaBAFj
- [2026-10-14] Organizers in TX, ME, AZ, NC, GA, NY and CO are mobilizing against possible ICE presence. Raw Story reports a request from GOP gubernatorial candidate Bobby Charles that ICE be sent to polls, and Tom Homan saying agents will "go where we gotta go." It also cites an ICE swarm at a San Antonio polling site during the May primary. That item is a report, not confirmed by a primary source I could open. https://www.rawstory.com/raw-investigates/ice-2678066622/
- [2026-10-14/15] Senate Democrats are deploying more than 100 trained aides as observers in nine states. Senate Republicans plan a similar number. https://baynews9.com/fl/tampa/politics/2026/10/14/democrats-republicans-trump-doj-2026-election-observers
- [2026-08 (GA)] Georgia GOP gubernatorial nominee Jackson was recorded saying Gov. Kemp would "get the National Guard." His campaign said he never meant troops would staff polling places. Kemp's spokesperson said the state is handling the election the same way as in the past. https://www.11alive.com/article/news/politics/rumblings-national-guard-presence-georgia-2026-election-midterms/85-ef3c49a2-3e53-4d46-9da2-62eaaee06716
- [2026-10-12] Military-law experts (via Alternet, citing The Hill) warn Trump could use a pretext to justify sending troops. This is commentary, not an order. https://www.alternet.org/trump-military-midterms-dangerous-escalation/
- [Earlier precedent] In 2024, governors in 15 states activated the Guard mainly for cyber and general support. Snopes found no evidence any of them were at polling stations. Nevada's Lombardo put 60 Guard members on standby in 2024, and Washington and Oregon also had Guard on standby. https://www.snopes.com/fact-check/hegseth-biden-polling-stations/

BOTTOM LINE: As of Oct 15 I found no confirmed deliberate deployment of armed personnel to an open polling site by the administration or a GOP governor after the open date. The D.C. drop-box episode was disavowed and predates the window. The main risks are ICE or FBI "targeted enforcement" near sites, Guard patrols in D.C. passing voting locations, and an emergency declaration. Pending litigation has produced no injunction I could find.

NOT FOUND: The Washington Post article itself could not be opened. I found no court ruling or injunction in the LULAC/NAACP cases. I found no GOP governor order placing Guard or state troopers at polls. I found no confirmed report of armed federal agents at an open polling site since Oct 15. I also found no primary FBI statement on polling-place presence, and no confirmation that the D.C. troops were armed.
report: base rate
- [2026-10-15] Votebeat surveyed 31 election experts between Aug 27 and Sept 21. The survey is not scientific. Respondents expect "federal agents interfering with the voting process" is likely. They do not expect mass disenfranchisement or illegitimate results, and they are less worried than in the spring. The troops-at-polls item-level numbers were in an omitted section of the page, so I could not read them. https://www.votebeat.org/national/2026/10/15/fall-2026-election-expert-survey-troops-polls-seize-ballots-voting-fraud/
- [2026-10-09] The D.C. drop-box incident of Oct 8 (Foggy Bottom) was authentic footage. Three Guard members stood by a drop box, and one stood directly in front of the slot. Two Guard officials told the Post they were pausing mid-patrol and were not guarding it. JTF-DC says members are "directed not to monitor or secure polling locations." The D.C. Board of Elections asked the Guard to keep a distance. Snopes found no evidence that they were assigned to the box. This looks incidental, and it happened before Oct 15, so it cannot count. https://www.washingtonpost.com/dc-md-va/2026/10/09/troops-were-loitering-by-dc-ballot-box-by-mistake-national-guard-says/ ; https://www.snopes.com/fact-check/national-guard-ballot-box-dc/
- [2026-10-12] Guard patrols in D.C. have continued since Aug 2025 and run near Metro stations and parks. D.C. has 55 drop boxes, which are open until Nov 3. These are drop boxes, not in-person voting sites. This creates a recurring risk of repeat incidents near vote centers, but the Guard says it has issued instructions to avoid them. https://www.snopes.com/fact-check/national-guard-ballot-box-dc/
- [2026-05-20] Reference-class precedent from this cycle: during the Texas primary-runoff early voting, about nine plainclothes ICE officers, some in ballistic vests, converged on a vehicle in the Las Palmas Library polling-site parking lot after a Texas DPS traffic stop. The Bexar County sheriff told them to leave. Witnesses say they did not approach voters, and county officials said voting was not disrupted. Texas is run by a GOP governor, and DPS troopers count as state troopers. Such incidental enforcement near a site is the grey zone the question's "incidental" clause is written for. https://www.sacurrent.com/news/san-antonio-news/ice-conducts-enforcement-action-at-san-antonio-voting-location-witnesses-say/ ; https://hoodline.com/2026/05/ice-swarm-outside-west-side-library-poll-site-sparks-outrage-in-san-antonio/
- [2026-09-28] PolitiFact says immigration agents were at a few polling sites during the primaries. It reports that DHS Secretary Mullin said ICE won't patrol polling places, while Politico reported on Sept 1 that he said DHS could deploy to sites for "specific" threats or arrests. It also notes that the number of ICE agents against the number of voting sites makes a broad national presence hard. https://politifact.com/article/2026/sep/28/ice-trump-polls-midterms-voting/
- [2026-02-26] DHS's Heather Honey told state election officials, "There will be no ICE presence at polling locations for this election." The statement was confirmed by five people on the call. Votebeat described it as the administration's clearest statement so far. Arizona's Secretary of State doubted it. Leavitt had said she couldn't guarantee it. Bannon has called for ICE to "surround the polls." An Arizona state bill requiring immigration agents at every voting site died. https://www.votebeat.org/2026/02/26/ice-agents-polling-places-2026-midterm-elections-heather-honey-election-official-meeting/
- [2026-08-31] Joint Chiefs Chairman Gen. Caine wrote to Sen. Slotkin that the military has "no plans to send Federal military personnel or Federalized members of the National Guard to polling places during the 2026 elections." https://www.justsecurity.org/153281/boots-off-ballots-law-history/
- [2026-10-07] FBI Director Patel declined to rule out FBI agents at voting sites. DOJ says it will send federal personnel to polling locations as monitors, with a record 1,000 planned. Monitors are not law enforcement officers and are not armed under this framing. A lawsuit seeks to bar armed officers from polling sites, and DOJ says no one has said law enforcement would be sent. https://civicmedia.us/news/2026/10/07/what-to-know-about-ice-federal-agents-at-polling-places-in-the-2026-midterms
- [2026-05-04] Historical base rate: CNN fact-checked Hegseth's claim that troops were at polls in 15 states in 2024. All 13 responding states said no troops were at polling locations. The only recent general election with Guard at some voting sites was 2020, when Guard members, many out of uniform, did poll-worker-type tasks during Covid. Those would not count as armed deployments. I found no modern precedent of ordered armed federal troops or agents at polling sites in a US general election. https://www.cnn.com/2026/05/04/politics/hegseth-biden-2024-troops-voting-locations-fact-check
- [2020-10-26] In 2020, Texas Gov. Abbott's Guard activation for five cities was publicly disclaimed for polls. Guard leaders and Abbott said the troops would not be at the polls, which is the pattern where scares are walked back. https://www.statesman.com/story/news/politics/2020/10/26/texas-army-national-guard-says-it-has-no-plans-to-dispatch-troops-to-polls/42884629/
- [2026-10-14] Reuters (via the Economic Times) says Mullin declined to rule out ICE at a polling place "if there is a threat to that polling place." Trump told Time "I don't rule anything out or in." Homan said agents will "go where we gotta go." A GOP Texas gubernatorial candidate, Bobby Charles, asked for ICE at polls. Organizers in TX, ME, AZ, NC, GA, NY and CO are preparing for ICE presence, and Common Cause has sued. https://economictimes.indiatimes.com/news/international/world-news/nine-ways-the-trump-administration-could-interfere-with-the-midterms/articleshow/134946992.cms ; https://www.rawstory.com/raw-investigates/ice-2678066622/
- [2026-10-14] Polls and markets: a University of San Diego poll found 40% of Americans think ICE at polls is likely. Kalshi and Polymarket have large midterm markets, but I found no market specifically on armed personnel at polls. https://civicmedia.us/news/2026/10/07/what-to-know-about-ice-federal-agents-at-polling-places-in-the-2026-midterms

BOTTOM LINE: There is no historical base rate of deliberately ordered armed troops or agents at US polling sites. Official denials and the Caine letter point against a deliberate deployment. However, this cycle already has two near-miss precedents (the May ICE incident near a Texas site and the D.C. Guard incident). With thousands of sites, ICE operations, Guard patrols in D.C. and troopers in GOP states, a reported incident is plausible. Whether it counts depends on the "incidental" and "credible reporting" clauses, and on whether it is within 250 ft of a site while open and the personnel are armed.

NOT FOUND: a prediction-market or forecaster probability for this specific question; the item-level expert-survey numbers on troops at polls (omitted section of the Votebeat page); any confirmed deliberate armed deployment after Oct 15; the Time interview and Conversation pages (Conversation blocked).
report: key factors
- [2026-10-15] Two new plaintiff-alleged incidents. The Oct 7 amended complaint in LULAC v. DHS alleges an Oct 5 ICE detention operation in a parking lot beside a ballot drop-off at Allan Hancock College (Santa Maria, CA). It also alleges three DHS entries into Minnesota election spaces. These are pleading allegations. The government has not conceded them and the Warning Flag tracker found no response. They predate the window and involve drop-offs, not clearly open polling sites. They show ICE operations near election sites already happen at a steady rate. https://deniskaufman.substack.com/p/the-warning-flag-october-9th-2026
- [2026-10-09] The Warning Flag tracker found no ruling in any of the three suits over armed federal agents at polls (LULAC, NAACP, DSCC). No court order currently limits armed federal presence. The DSCC suit asks the court to bar weapons near open polling places, drop boxes and curbside sites. A ruling could come before Nov 3, but none is scheduled that I found. https://deniskaufman.substack.com/p/the-warning-flag-october-9th-2026 ; https://www.yahoo.com/news/politics/articles/trump-admin-unlawfully-threatening-send-175435485.html
- [2026-10-08] The Conversation (legal scholar Friedman) says federal law bars armed federal officers at polls. She notes Sen. Blumenthal pressed FBI Director Patel on Sept 15 to commit that "under no circumstances" will the FBI deploy agents to polls. The page does not say Patel gave that commitment. The FBI path is therefore still open. https://theconversation.com/what-the-law-says-about-armed-officers-at-polling-places-293150
- [2026-10-12] The D.C. Guard figure behind the drop-box story: about 3,100 Guard members are in D.C., down from about 4,000 in the summer. JTF-DC says it is "actively addressing" the Oct 8 incident. Foggy Bottom troops were "directed not to monitor or secure polling locations". The 55 drop boxes are open 24 hours. Many are at libraries and rec centers. D.C. in-person vote centers are separate sites and I did not check their locations. Repeat proximity is likely, but the resolution test is whether any is deliberate or credibly reported as non-incidental. https://wjla.com/news/local/national-guard-dc-polling-sites-social-media-post-mail-ballot-midterm-elections-gathering-foggy-bottom-elections-concerns-washington-board-joint-task-force ; https://www.wusa9.com/article/news/politics/elections/national-guard-near-ballot-drop-box-dc/65-ae4ab453-0e38-4bf0-bf62-ec7d786ab797
- [2026-10-15] Texas is the key GOP-governor venue. Early voting runs Oct 19–30 and Abbott is in a tight race against Hinojosa. Texas has also had DPS and ICE co-operation near a polling site (May precedent). In 2020 Abbott said the Guard would play "no role whatsoever" at polls. I found no 2026 Abbott statement on Guard or DPS at polls. https://www.easttexasnews.com/stories/early-voting-begins-oct-19,108065 ; https://www.wfaa.com/article/news/politics/governor-abbott-increased-national-guard-presence-not-at-polls-election-day/287-7c7d9ba2-a772-4b20-b886-5d890a19e6a2
- [2026-08] Georgia: the GOP nominee's "National Guard" remark was walked back. Republican activist Debbie Dooley opposed Guard at polls. Kemp's office said it would handle the election as in the past. This reduces the odds of a governor-ordered deployment there. https://www.11alive.com/article/news/politics/rumblings-national-guard-presence-georgia-2026-election-midterms/85-ef3c49a2-3e53-4d46-9da2-62eaaee06716
- [2026-01-20] Legal constraint on the Guard route: the Supreme Court's December Illinois order limits Trump to deploying the Guard where governors consent. Most swing-state governors would not consent. A federal Guard or Insurrection Act deployment at polls would therefore need an emergency pretext and would conflict with 18 USC 592. That makes the Guard path mostly a GOP-governor or D.C. path. https://www.votebeat.org/2026/01/20/trump-national-guard-troops-polling-places-2026-election-insurrection-act/
- [2026-09-23] NPR reports on a Pentagon memo that does not mention elections or polling places. Experts read it as possible groundwork for a pretext. The sequence for a Yes by an emergency route: pretext event (unrest or alleged fraud), then an emergency or Insurrection Act declaration, then orders to units, then armed presence within 250 feet of an open site. That is a long chain with no sign of the first steps. https://www.npr.org/2026/09/23/nx-s1-5978015/national-guard-election-military-midterms
- [2026-10-01] State-level counter-pressure. California's SB 884 bars law enforcement arrests within 200 feet of polling places on election day. Virginia and other states passed buffer laws, and seven states enacted 12 measures by Aug 27. These laws mostly bind blue-state local and state police. Federal agents may ignore them, but the laws raise the political and legal cost of a visible incident in those states. https://news.ballotpedia.org/2026/10/01/california-enacts-32-election-bills-in-2026-including-legislation-regulating-law-enforcement-presence-at-polling-places/ ; https://news.ballotpedia.org/2026/05/22/virginia-gov-abigail-spanberger-signs-order-requiring-state-to-issue-guidance-on-immigration-enforcement-at-polling-places/
- [2026-09-10] The LULAC complaint says Mullin's Sept 1 remarks confirm a policy of authorizing armed ICE officers to go to polling places for civil enforcement (warrants, detentions). That is the plaintiffs' framing. DHS says it is not planning operations that target polling places. The likeliest Yes mechanism is a targeted arrest near an open site that is then credibly reported as site-related, not a mass deployment. https://democracyforward.org/wp-content/uploads/2026/09/LULAC-v-DHS.pdf
- [2026-10-15] Timing: early voting is already open in many states, so incidents can occur before Nov 3. The question closes Nov 2 and resolves Nov 6. Resolution rests on credible reporting after Oct 15 that armed personnel were deliberately within 250 ft of an open site. A resolver will probably need a news report that rejects "incidental" or "coincidental". Past incidents (D.C., San Antonio) were disputed as incidental. https://www.snopes.com/fact-check/national-guard-ballot-box-dc/

BOTTOM LINE: The main causal drivers are ICE/FBI "targeted enforcement" near sites, D.C. Guard patrols, a GOP governor's order (Texas most plausible), and an emergency declaration. Only the first two are active now. The last two have no visible precursors, and no court has yet constrained any of them. A Yes most likely needs a credibly reported, non-incidental armed presence, and prior incidents were all contested as incidental.

NOT FOUND: any court ruling or injunction in the three suits. Any 2026 GOP governor order putting Guard or troopers at polls. Any confirmed post-Oct 15 incident. Patel's answer to Blumenthal. Evidence that the D.C. troops were armed (a substack caption says armed, but I did not find an official source). The Time interview text.

- [2026-10-15] No community forecast figure is visible for this question. The Metaculus API shows the question open with 57 forecasters. It opened 2026-10-12, is scheduled to close 2026-11-02, and resolves 2026-11-06. It returns no aggregate probability. https://www.metaculus.com/questions/46051/
- [2026-10-15] Votebeat surveyed 31 election-law and administration experts between Aug 27 and Sep 21.
Nineteen of the 31 thought it was at least somewhat likely that the federal government would deploy military or law enforcement personnel at or near polling places.

That share was notably smaller than in the spring; four experts who took both surveys switched from likely to unlikely.
The survey question is broader than this one. It covers any "military or law enforcement" personnel "at or near" polls, with no armed or 250-foot condition. It also covers federal action only, not governors. Votebeat says the survey is not scientific and the respondents skew white, male and moderate or liberal. https://votebeat.org/national/2026/10/15/fall-2026-election-expert-survey-troops-polls-seize-ballots-voting-fraud
- [2026-10-15] Experts who shifted their views gave reasons in the Votebeat piece. Pam Smith of Verified Voting cited several primaries that passed without armed federal intervention, new state laws, and lawsuits. Mitchell Brown said "there simply aren't enough ICE agents" or Guard troops to flood everywhere. Trey Grayson said the administration has generally respected court decisions. 22 of 31 still expect physical threats to voters or polling places. https://votebeat.org/national/2026/10/15/fall-2026-election-expert-survey-troops-polls-seize-ballots-voting-fraud
- [2026-10-14] Polymarket and Kalshi have heavy midterm trading. As of Oct 14, Polymarket and Kalshi priced a Democratic Senate at 64% and 62%. I found no Polymarket or Kalshi market on armed agents or troops at polling places. Chamber-control odds are the only market data found, and they say nothing about this outcome. https://www.gamingtoday.com/prediction-markets/politics/2026-midterm-elections-predictions/
- [2026-10-14] Reuters' nine-scenario investigation draws on 50+ election officials and lawyers. It reports General Dan Caine saying the military has "no plans" to send troops to polling places. DHS Secretary Markwayne Mullin declined to rule out ICE near polls "if there is a threat to that polling place." Trump told Time "I don't rule anything out or in." Source is a republication of Reuters, via AskNews summary. https://economictimes.indiatimes.com/news/international/world-news/nine-ways-the-trump-administration-could-interfere-with-the-midterms/articleshow/134946992.cms
- [2026-09-10] Litigation: LULAC, Common Cause, UnidosUS and Denver sued DHS and DOJ in D.D.C. (case 1:26-cv-03157). The complaint says
Mullin confirmed on Sept 1 that ICE officers could enter polling places to serve warrants or conduct other enforcement.
The complaint was amended on Oct 7 to add Hennepin County, FBI-presence claims and a Voting Rights Act claim. A separate DNC-linked suit exists. I found no ruling or injunction yet. https://www.commoncause.org/press/new-lawsuit-challenges-trump-vance-administration-plan-to-send-armed-ice-officers-into-polling-places/
- [2026-10-12] The Snopes fact check of the DC Guard ballot-box incident found the footage authentic (Oct 8, Foggy Bottom drop box). It found no evidence the troops were assigned to guard the box. A Joint Task Force-DC spokesperson said that
service members "are directed not to monitor or secure polling locations."
Per the Washington Post, two Guard officials said the troops had paused during a larger patrol.
The DC Board of Elections asked the Guard to limit placement near drop boxes and other voting locations.
A drop box is not clearly an in-person polling site, and DC's Guard answers to the president rather than a governor. https://www.snopes.com/fact-check/national-guard-ballot-box-dc/
- [2026-10-14] Raw Story reports organizers in TX, ME, AZ, NC, GA, NY and CO are preparing for ICE near polls. It cites ICE activity near a San Antonio polling site during the May primary. Tom Homan said agents will "go where we gotta go." The report is advocacy-leaning and does not confirm an armed deployment at a polling site. https://www.rawstory.com/raw-investigates/ice-2678066622/
- [2026-10-14] DOJ plans a record 1,000 federal election monitors, per Spectrum News Bay News 9 via AskNews. Monitors are not described as armed. Democrats are training 100+ staffer observers in nine states. https://baynews9.com/fl/tampa/politics/2026/10/14/democrats-republicans-trump-doj-2026-election-observers
- [2026-10-12] Military-law experts Lepper, Maurer and Fidell wrote in The Hill that Trump could "easily" justify troop deployment to polls. This is opinion rather than a forecast. https://www.alternet.org/trump-military-midterms-dangerous-escalation/
- [2026-09-?] Bright Line Watch and Metaculus compare expert and forecaster probabilities for the Democracy Threat Index. They say
Metaculus and expert forecasts are broadly consistent after adjusting for experts' tendency toward pessimism
, and Mantic's AI forecasts rated most events lower. Experts have a known pessimism bias. The BLW page I found is the Sep 2025 survey, so it is dated and does not cover this question. https://brightlinewatch.org/violence-redistricting-and-democratic-norms-in-trumps-america/

BOTTOM LINE: Expert opinion is split and has moved toward less concern. A majority of Votebeat's experts (19 of 31) see some armed or law-enforcement presence near polls as at least somewhat likely, but that is a looser standard than this question's armed, within-250-feet, deliberate-deployment test. No market price is available, and the administration's public posture is a mix of "no plans" and "won't rule out."

NOT FOUND: a Polymarket or Kalshi market on armed agents or troops at polls. The Metaculus community probability for this question. The Washington Post article text, which failed to load, so I relied on Snopes, WJLA and Raw Story for the DC incident. Any court ruling in LULAC v. DHS. The Bright Line Watch fall 2026 expert numbers.
report: yes case
YES means: between Oct 15 and Nov 6, 2026, armed active-duty troops, National Guard, federal officers, or state troopers are deliberately deployed by the federal government or a GOP governor to an open polling or early-voting site. They must be inside the site or within 250 ft of its entrance. Incidental presence does not count.

- [2026-10-14] No TRO motion has been filed in the three consolidated-track D.D.C. suits (LULAC, NAACP, DSCC). Judge AliKhan set an Oct 16 meeting on consolidation. Democracy Docket says a ruling before Nov 3 is "unlikely." Nothing currently bars armed federal agents from polling sites. The same piece says Trump and his officials, Mullin included, have refused to dispel the idea despite many chances. https://www.democracydocket.com/news-alerts/as-election-day-nears-these-federal-cases-could-still-impact-access-to-the-ballot/
- [2026-09-10] The LULAC complaint says Mullin's Sept 1 statement amounts to a "Polling Place Policy" authorizing armed ICE officers to go to polling places for warrants and detentions. It also says Blanche made similar comments in March. Under a literal reading, a targeted-arrest operation near a site could be framed as a deliberate deployment. The plaintiffs' framing is allegation, not a finding. https://democracyforward.org/wp-content/uploads/2026/09/LULAC-v-DHS.pdf
- [2026-10-08] DHS has said ICE conducts "targeted enforcement." It also said that if a "public safety threat" endangered a polling location, arrests could result. This gives DHS a stated rationale for agents at a site, and the wording does not limit it to a few sites. Texas early voting runs Oct 19-30 and Election Day is Nov 3, so exposure is about 3 weeks. https://www.foxnews.com/politics/dhs-hits-back-illinois-county-clerk-who-told-ice-stay-away-from-primary-polling-places.print ; https://www.cbsnews.com/texas/news/texas-early-voting-2026-dates-hours-polling-locations-2026/
- [2026-10-07] The Votebeat report on the May San Antonio incident says ICE agents arrived at a polling place after a traffic stop. The agents left only when local law enforcement told them to. In that incident a Texas state-police stop triggered a federal follow-on near a site. A repeat during the Texas, Georgia, Arizona or North Carolina early-voting windows would be a plausible YES path. The "incidental" carve-out would then be contested, especially if reporting shows the agents targeted that site. https://www.votebeat.org/wisconsin/2026/10/07/should-you-expect-ice-at-the-polls-november-midterm-election/
- [2026-10-07] FBI Director Patel declined to rule out FBI agents at voting sites. Sen. Blumenthal pressed him on Sept 15 to commit to "under no circumstances," and no commitment was reported. DOJ's record 1,000 monitors are unarmed civilians, but their presence gives federal cover for a law-enforcement escort or support at sites. https://theconversation.com/what-the-law-says-about-armed-officers-at-polling-places-293150
- [2026-10-14] Democracy Docket says the 204 active election cases include none with a court order restraining armed federal presence. The DOJ has also lost many other election fights in court. Courts have blocked the voter-data and mail-voting actions, which shows the administration will litigate and sometimes press ahead. https://www.democracydocket.com/news-alerts/as-election-day-nears-these-federal-cases-could-still-impact-access-to-the-ballot/
- [2026-10-09] The D.C. Guard stays on patrol through Nov 3. The 55 drop boxes are open and some are near Metro stops. JTF-DC said it is "actively addressing" the Oct 8 incident. The Guard is armed on D.C. patrols per general reporting; I found no source confirming the Oct 8 troops carried firearms. The D.C. Guard answers to the president, so a repeat near a vote center is a federal-deployment path. It would only count if reporting shows it was not coincidental, and drop boxes may not qualify as "polling sites." https://www.yahoo.com/news/politics/articles/national-guard-says-actively-addressing-220118356.html
- [2026-08] A Georgia GOP nominee's remark that Kemp would "get the National Guard" was walked back by his campaign. Kemp's office said Georgia would run the election as before. Kemp activated 1,500 troops in 2020 without putting them at polls. The GOP-governor path has no concrete order behind it. https://www.11alive.com/article/news/politics/rumblings-national-guard-presence-georgia-2026-election-midterms/85-ef3c49a2-3e53-4d46-9da2-62eaaee06716
- [2026-10-13] Votebeat reports election skeptics urging Trump to declare martial law or ban voting machines. Trump left open a national emergency in the Time interview. An emergency declaration with an Insurrection Act invocation is the most extreme route, and it is only a headline-level claim here. It would need Gen. Caine's "no plans" posture to be reversed. https://www.votebeat.org/national/2026/10/13/trump-2026-election-martial-law-ban-voting-machines/
- [2026-10-12] CAP notes that no president has invoked the §592 "repel armed enemies" exception in 161 years. A pretext such as foreign cyberhacking is the discussed route (Hill commentary of Oct 12). The exception has never been tested, so it is a low-frequency but high-impact route. https://americanprogress.org/article/presidents-cannot-distort-laws-to-justify-deploying-federal-forces-to-repel-armed-enemies-in-elections

Most likely YES path: a DHS/ICE or FBI "targeted enforcement" action, such as a warrant or arrest, within 250 ft of an open site during Texas, Georgia, Arizona or North Carolina early voting or on Nov 3. It would need credible reporting that the agents were armed and that their presence was tied to the site. DHS has kept this option open, there is a May precedent, and no court order restrains it. The prerequisites are that the administration chooses to send agents to a site, or that an operation near a site is not judged incidental.

BOTTOM LINE: The YES case rests on the DHS/FBI "no sanctuary" and "won't rule out" posture, the absence of any injunction, the May Texas near-miss, and the many sites over about 3 weeks. It needs a deliberate, armed, within-250-ft deployment that survives the "incidental" carve-out, and no such event is confirmed yet.

NOT FOUND: any confirmed armed deployment at an open site after Oct 15; any TRO or injunction; any GOP governor order placing Guard or state troopers at polls; confirmation that the Oct 8 D.C. troops were armed; the Time transcript and the Washington Post Oct 9 text (not opened); the Yahoo and Democracy Docket pages were opened only via the second attempt or partially.
report: no case
YES means: after Oct 15, armed active-duty troops, Guard, federal officers or state troopers are deliberately deployed by the federal government or a GOP governor to an open polling or early-voting site, inside it or within 250 ft of its entrance. Incidental presence does not count.

- [2026-10-14] Democracy Docket reports that Judge Loren AliKhan ordered the parties in the three armed-agents-at-polls suits to meet on Oct 16 about consolidating them. No plaintiff has sought a TRO, so a ruling before Nov 3 is unlikely. The suits are DSCC, NAACP and LULAC. This cuts both ways. There is no injunction, but also no sign that deployment is imminent, and plaintiffs are not treating it as an emergency. I could not open the page; this comes from the search snippet. https://www.democracydocket.com/news-alerts/as-election-day-nears-these-federal-cases-could-still-impact-access-to-the-ballot/
- [2026-10-12] DHS repeated through The Center Square that "ICE is not planning operations targeting polling locations." Arrests would come only from "intelligence-driven targeted enforcement" if an active public-safety threat endangered a site. The statement was issued after early voting had already begun in many states. Under that wording, a Yes would need a specific, site-linked, deliberate action. https://www.thecentersquare.com/national/article_55651448-b490-4cd9-959d-c82411fff22a.html
- [2026-02] ICE chief Todd Lyons told Congress there is "no reason for us to deploy to a polling facility." Combined with the Honey call, that gives several on-record denials from different officials. https://stateline.org/2026/03/05/blue-states-push-to-ban-ice-at-the-polls-amid-federal-voter-intimidation-fears/
- [2026-08-31] Just Security notes that Title 32 Guard is bound by DoD Directive 3025.18, which says it "will not conduct operations at polling places." Many states also bar weapons near polls. So a GOP governor's Guard deployment faces an internal policy bar as well as state law. https://www.justsecurity.org/153281/boots-off-ballots-law-history/
- [2026-10-14] Reuters (via the Economic Times) says the Insurrection Act path is the only route to troops at polls. Brennan (Oct 13) notes that Section 592 has no emergency exception, and the Insurrection Act was last amended in 1874, before the 1909 revision of Section 592. Federal troops can only appear lawfully by invoking the narrow "armed enemies" exception. That is a high legal and political bar with under three weeks left. https://www.brennancenter.org/our-work/analysis-opinion/no-emergency-exception-ban-troops-polls-was-built-crises
- [2026-10-08] The Conversation (Friedman) says all states restrict behaviour at polls, and many ban firearms at or near polling locations. Rhode Island, as an example, bars ICE inside polling places and has a 200-ft perimeter protocol (Oct 11). In blue states, local election officials control sites and will call police to remove any federal agents. Short or contested appearances therefore do not amount to "deployments". https://theconversation.com/what-the-law-says-about-armed-officers-at-polling-places-293150
- [2026-10-11] Rhode Island's board and New Mexico and Connecticut statutes (Mar 2026) add state-level bans on armed federal agents within perimeters of the sites. These bans cover many Democratic-run jurisdictions, which are the likeliest targets of any federal deployment. They add deterrence and make any appearance a news event. https://upriseri.com/article/ices-voter-data-hunt-meets-ris-poll-site-rulebook/
- [2026-10-15] The resolution requires deliberate deployment, firearms, a 250-ft limit, and a site open at the time, with "uncontroversial credible reporting" in the incidental-presence clause. Most plausible incidents are ambiguous. They include the May San Antonio ICE event (vehicle stop, no voter contact) and D.C. Guard patrol stops (drop boxes, not in-person sites; the Guard is directed away). Each would likely fall under the incidental or "unrelated to that site" carve-out. Resolvers would also need a documented order. https://www.washingtonpost.com/dc-md-va/2026/10/09/troops-were-loitering-by-dc-ballot-box-by-mistake-national-guard-says/
- [2026-10-15] No GOP governor has announced a Guard or trooper presence at polling sites. Governors' cyber and standby activations in 2024 never put troops at polls (Snopes, from the colleague report). Nothing newer found for 2026. Texas DPS and Florida and Georgia patrols are the plausible channels, but there is no reporting.
- [2026-10-15] Time is short. Resolution is Nov 6, with Election Day on Nov 3. Early voting is already open in many states. So there are about 19 days of voting, and no deliberate armed deployment has yet been documented during early voting (it began Sept 24 in Illinois, with other states following). Absence so far is status-quo evidence for No. Votebeat's experts (Oct 15) became less worried.

BOTTOM LINE: The status quo, the legal bars (Section 592, DoD directive, state laws), the repeated official denials, and the "deliberate/armed/250 ft/credible" requirements all point to No. The remaining Yes path is a deliberate, documented order for ICE, FBI or a GOP-governor-controlled force. Nothing found suggests that is under way.

NOT FOUND: Any ruling or TRO motion in the consolidated cases (the Democracy Docket page returned 403, so I relied on the snippet). Any GOP governor order placing Guard or troopers at polls. Any documented armed federal deployment at an open site after Oct 15. The Time interview transcript.

[2026-10-15] US Democrats Deploy 100 Observers to Monitor 2026 Midterms Amid Trump Interference Fears
First-Class 경제신문 파이낸셜뉴스 — https://www.fnnews.com/news/202610151054305554
  - The US Democratic Party, led by Senate Minority Leader Chuck Schumer and Senator Alex Padilla, has recruited and trained over 100 congressional aides to serve as election observers for the upcoming midterm elections on November 3, 2026.
  - According to a report by AFP on October 14, 2026, these observers will be deployed to nine key battleground states, including Ohio, Georgia, and Michigan, to monitor the voting and certification process.
  - Their mandate includes recording voter intimidation and threats against election workers, though they are explicitly instructed not to interfere with ballot handling or election management.
  - Senator Padilla emphasized that the deployment is a precautionary measure against potential interference by the Trump administration, stating that the team is prepared to extend their presence for several days or weeks after the election if necessary.
  - The article notes that the Trump administration has previously raised concerns by advocating for restrictions on mail-in voting and demanding voter ID, while the Department of Justice claims its own monitoring ensures election fairness.
  - Additionally, the civil rights group 'Vote Safe' has begun deploying volunteers to polling places to reassure voters amidst fears of immigration enforcement.
  - Senator Padilla expressed a desire to pair these Democratic observers with Republican aides in the future, following a precedent set by the House of Representatives.

[2026-10-14] Organizers Mobilize Against ICE Deployments at Polling Places During Early Voting
Raw Story — https://www.rawstory.com/raw-investigates/ice-2678066622/
  - As early voting for the 2026 midterm elections begins, immigrant and voting rights organizers in the U.S. are mobilizing to counter potential U.S. Immigration and Customs Enforcement (ICE) deployments at polling places.
  - In states like Texas, Maine, Arizona, North Carolina, Georgia, New York, and Colorado, volunteers are being deployed to accompany voters, clergy are acting as de-escalators, and contingency plans are being made to redirect voters to alternate sites.
  - Chriselda Vera, an organizer in the Rio Grande Valley, stated that communities are 'terrorized' and that ICE presence is 'ramping up' as Election Day approaches.
  - This fear stems from a request by Republican gubernatorial candidate Bobby Charles to the Trump administration to send ICE to polling places.
  - White House immigration czar Tom Homan responded that 'there is no sanctuary for a significant public safety threat,' confirming agents will 'go where we gotta go.' Organizers fear this activity will suppress turnout in critical battleground states like Texas and Maine, which feature high-stakes Senate races and competitive House districts.
  - In Texas, Democrats are targeting the 15th and 34th Congressional Districts, while in Colorado, a Democratic challenger is running against a Republican incumbent in the 8th District.
  - Civic groups, including Common Cause, are filing lawsuits against the Trump administration to bar armed officers from polling sites.
  - The article notes that ICE agents have a recent history of aggressive enforcement, including fatal shootings in Houston and Biddeford, Maine, in July, and a swarm at a San Antonio polling location during the May primary.

[2026-10-14] Nine Ways Trump Administration Could Interfere with 2026 Midterms
Economic Times — https://economictimes.indiatimes.com/news/international/world-news/nine-ways-the-trump-administration-could-interfere-with-the-midterms/articleshow/134946992.cms
  - US President Donald Trump has made efforts to exert control over the upcoming midterm elections, which are scheduled for November 2026 and will determine control of the US Congress and many key state offices, according to a Reuters investigation published by the Economic Times on October 14, 2026.
  - The investigation, which interviewed more than 50 election officials, voting experts, and election lawyers, outlines nine potential scenarios in which the administration could disrupt the election process.
  - These scenarios include: 1) Trump alleging election fraud or compromised voting machines without evidence, a tactic he has used since the 2020 election; 2) Pressuring election officials to change or cancel results, similar to his 2020 attempt to urge Georgia Secretary of State Brad Raffensperger to 'find 11,780 votes'; 3) Seizing ballots or voting equipment via federal warrants, as seen in the January raid on Fulton County, Georgia, which Justice Department spokesperson Kiersten Pels defended as 'regular investigative practice'; 4) Deploying 1,000 federal election monitors in the midterms, the largest number in the Justice Department's history, nearly double the 590 deployed in the 2024 election; 5) Potential ICE presence near polling sites, with Homeland Security Secretary Markwayne Mullin declining to rule out immigration agents being deployed 'if there is a threat to that polling place'; 6) Possible deployment of military forces under the Insurrection Act, though General Dan Caine, chairman of the Joint Chiefs of Staff, stated the military has 'no plans' to send troops to polling places; 7) Declaring a national emergency over alleged voter fraud, a possibility Trump left open in an October Time magazine interview, saying 'I don't rule anything out or in'; 8) Federal investigations and charges against election officials, with the Justice Department sending letters to all states warning of prosecution for knowingly allowing noncitizens to vote; and 9) Congressional refusal to seat election winners, a scenario experts consider unlikely but potentially causing confusion and political turmoil.

[2026-10-14] Democrats, Republicans, and Trump DOJ Deploy Election Observers Ahead of November Vote
Spectrum News Bay News 9 — https://baynews9.com/fl/tampa/politics/2026/10/14/democrats-republicans-trump-doj-2026-election-observers
  - On October 14, 2026, Senate Democrats announced a plan to train more than 100 Democratic staffers to deploy as election observers in key races during the November election.
  - Senate Minority Leader Chuck Schumer stated the initiative is necessary because 'Donald Trump has made it clear he wants to undermine our elections and interfere with the democratic process.' Concurrently, the Trump administration and the Republican Party are also deploying monitors; President Donald Trump stated he will accept the results of the November election 'of course' but added 'we don't want cheating in the midterms.' The Department of Justice (DOJ), led by Attorney General Todd Blanche, announced in August a plan to send a record 1,000 federal election monitors to polling places in November, a figure more than three times the number used in the 2022 midterm election.
  - While Attorney General Blanche defended the move by stating 'The federal government is always involved in elections,' the plan faces opposition; two Democratic congressmen requested a briefing from the DOJ following criticism from Wyoming's Republican governor regarding monitor conduct, and the NAACP sued the Trump administration earlier this month.
  - Senate Majority Leader John Thune's spokesperson confirmed that Senate Republicans plan to deploy a similar number of observers as the Democrats.

[2026-10-12] Military Experts Warn Trump Could Use 'Fake Facts' to Deploy Troops to Polling Places
Alternet.org — https://www.alternet.org/trump-military-midterms-dangerous-escalation/
  - On October 12 2026, military experts Steven Lepper, Dan Maurer, and Eugene R.
  - Fidell warned in The Hill that President Donald Trump could 'easily' justify a dangerous escalation involving the military during the upcoming midterm elections.
  - The experts argue that Trump's 'persistent assault on the integrity of the voting process' and his suggestion that Republicans 'should take over the voting in at least 15 places' have made fears of military interference impossible to dismiss.
  - While Chairman of the Joint Chiefs of Staff Dan Caine has insisted that military forces will not be deployed to election sites, the trio contends that Trump's refusal to rule out invoking the Insurrection Act creates a risk of an 'imminent collision.' Although the Posse Comitatus Act bars federal troops from law enforcement, the experts warn that Trump could 'easily come up with a set of fake facts' to exploit legal loopholes.
  - They advise military commanders to prioritize de-escalation, transparency, and moral courage, noting that troops 'cannot seize voting equipment, ballots, or otherwise interfere in election processes' and must 'refuse to intimidate anyone or to interfere in the voting process' if ordered to do so.

[2026-10-02] Trump Administration Denies ICE Poll Patrol Plans Amid Voter Fears and Legal Concerns
AP — https://apnews.com/article/midterm-elections-immigration-officers-ice-voting-e43c1758ccd446eb441957b36f9e281f
  - As early voting begins in the United States on October 2, 2026, concerns persist regarding the potential presence of Immigration and Customs Enforcement (ICE) officers at polling places during the midterm elections.
  - While Department of Homeland Security (DHS) officials, including Secretary Markwayne Mullin, state they have no plans to send ICE officers to patrol polls and dismissed voter concerns as 'fearmongering,' they clarified that agents could enter if serving a warrant or responding to a specific threat.
  - In a statement to the Associated Press, DHS affirmed that ICE is 'not planning operations targeting polling locations' but remains 'laser focused on prosecuting and removing aliens who vote.' President Donald Trump has not explicitly ordered ICE to polling sites but stated in a May interview he would 'do anything necessary to make sure we have honest elections,' and in a recent Time magazine interview said he had 'Haven't thought of it' regarding dispatching agents.
  - Federal law dating to the Civil War prohibits deploying 'troops or armed men' to election sites unless necessary to 'repel armed enemies of the United States.' Legal experts, including David Becker of the Center for Election Innovation & Research and Jonathan Diaz of the Campaign Legal Center, assert that deploying armed officials is 'completely and obviously illegal' and that jurisdictions are preparing for potential court actions.
  - Despite the low likelihood of a mass deployment, organizations representing Latino, Black, and Asian American voters, such as the League of United Latin American Citizens (LULAC) and OCA-Asian Pacific American Advocates, express fear that even the 'mere presence' of ICE could deter voting.
  - Activists point to a summer incident in Syracuse, New York, where ICE agents visited a polling place to serve a notice to a woman, as evidence of the potential for disruption.
  - In response, community groups are mobilizing 'VoteSafe' programs in competitive states like Georgia, Michigan, North Carolina, and Ohio to recruit monitors and reassure voters of their rights.

[2026-09-28] Speculation and Legal Barriers Surround Potential ICE Deployment to 2026 Polls
Politi Fact — https://politifact.com/article/2026/sep/28/ice-trump-polls-midterms-voting/
  - In the lead-up to the November 2026 midterm elections, speculation has arisen regarding the potential deployment of Immigration and Customs Enforcement (ICE) agents or National Guard troops to polling places, fueled by a fabricated AI-generated video and ambiguous comments from President Donald Trump.
  - While a September University of California San Diego poll indicates that 40% of respondents, including higher numbers of minorities, believe it is likely that immigration officers will appear at polls, Trump administration officials have stated they have no plans for a mass deployment.
  - Homeland Security Secretary Markwayne Mullin clarified in September that ICE presence would only occur if there was a threat to a polling place or a warrant to serve, and Joint Chiefs of Staff Chairman Dan Caine stated in August there are no plans to deploy the military.
  - Despite these denials, federal law, which dates back to the Civil War and was amended in 1909, largely prohibits armed and civil law enforcement at polling sites, a stance reinforced by new laws passed in 2026 by states including California, Connecticut, New Mexico, New York, Oregon, Rhode Island, and Virginia.
  - Legal experts note that logistical hurdles make a national presence difficult, as ICE employs 20,000 people against nearly 100,000 voting sites nationwide.
  - The controversy was sparked in February by adviser Steve Bannon's claim that ICE would 'surround the polls,' and further complicated by Trump's May comment that he would do 'anything necessary to make sure we have honest elections.' In response to the uncertainty, Democrats and voting rights groups filed lawsuits in September, and election officials in states like Florida and California are training for the possibility while monitoring for misinformation.

[2026-09-25] Democrats Sue to Block Armed Federal Agents at November Polling Places
The Well News — https://www.thewellnews.com/2026-elections/democrats-sue-to-block-armed-federal-agents-at-polling-places-in-november/
  - On September 25, 2026, Congressional Democrats filed a lawsuit in U.S. District Court in Washington, D.C., to block the Trump administration from deploying armed federal agents to polling places during the November 2026 election.
  - The suit was filed by Senate Minority Leader Chuck Schumer and House Minority Leader Hakeem Jeffries, both Democrats from New York, alongside the Democratic Senatorial Campaign Committee, Democratic Congressional Campaign Committee, and Democratic Governors Association.
  - The lawsuit responds to President Donald Trump's statements, including a Feb. 2, 2026, podcast interview where he said, 'The Republicans ought to nationalize the voting,' and subsequent remarks where he stated, 'I want to see elections be honest.
  - And if a state can't run an election, I think the people behind me should do something about it,' and 'I don't know why the federal government doesn't do them anyway.' In May 2026, Trump added, 'I'd do anything necessary to make sure we have honest elections.' The complaint cites Title 42 of the U.S. Code, which prohibits federal troops or armed personnel at election sites except to repel armed enemies, and a provision of the Voting Rights Act prohibiting intimidation.
  - The lawsuit argues that the mere presence of 'masked, armed federal agents' could intimidate voters, even without direct confrontation.
  - During a recent Senate Judiciary Committee hearing, FBI Director Kash Patel stated, 'The FBI will follow the law.
  - If there's a reason to go there because there's been a violation of law, we will.
  - Otherwise, we won't,' but when asked if deploying agents to polls on Election Day would be illegal, he replied, 'I don't know that we can't legally do it.' The lawsuit seeks a court order barring federal officers from operating or carrying weapons at polling places, ballot drop boxes, and other ballot casting or counting locations.
  - This legal action follows similar suits filed by the NAACP and a coalition of civil rights and labor organizations last week.

[2026-09-18] NAACP Sues Trump Administration Over Potential ICE Deployment at 2026 Midterm Polling Sites
The Times of India — https://timesofindia.indiatimes.com/world/us/trump-admin-sued-over-possible-ice-deployment-at-us-midterm-polling-sites/articleshow/134341270.cms
  - A coalition of civil rights groups, led by the NAACP, has sued the Trump administration in a US federal court to prevent the deployment of Immigration and Customs Enforcement (ICE) agents and other federal law-enforcement officers at polling sites during the November 2026 midterm elections.
  - The lawsuit, filed on Friday, argues that the possibility of such deployments could amount to voter intimidation, particularly affecting Black, Latino, and Asian voters, naturalized citizens, and members of mixed-status families.
  - The complaint cites comments by senior Trump administration officials, including Homeland Security Secretary Markwayne Mullin, who stated earlier this month that ICE would not patrol polling sites but could be present if there was a threat or if agents were serving a warrant.
  - President Donald Trump has previously declined to rule out sending ICE officers or National Guard personnel to polling locations, contributing to concerns among voting-rights groups.
  - The groups argue that deploying armed federal personnel at election sites would violate federal law, specifically provisions of the Voting Rights Act that prohibit intimidation, threats, or coercion against people exercising their right to vote.
  - The lawsuit is at least the second legal challenge this month seeking to prevent federal immigration agents from being present at polling locations.
  - So far, the Trump administration has not deployed armed federal officers or military personnel at polling locations for the upcoming midterm elections, and the US military has stated it has no plans to send federal military personnel or federalized National Guard members to polling places during the 2026 elections.

[2026-09-07] Concerns Mount Over Potential Federal Agent Deployment to Polls Ahead of 2026 Midterms
CNN — https://us.cnn.com/2026/09/07/politics/troops-ice-agents-polls-mullin-caine
  - With less than two months until the 2026 midterm elections, Democrats express concern over the potential deployment of federal agents or troops to polling places under the Trump administration.
  - While Joint Chiefs Chairman Gen. Dan Caine has stated the military has 'no plans' to deploy personnel to voting locations or seize ballots, Homeland Security Secretary Markwayne Mullin left open the possibility of Immigration and Customs Enforcement (ICE) officers being present if there is a 'threat to that polling place' or if serving a warrant, despite federal law (18 U.S.C. § 592) prohibiting armed men at elections.
  - David Becker of the Center for Election Innovation & Research warned that even the implied threat could discourage voters, noting that 'states are prepared; they will go to court.' President Donald Trump, while not explicitly ordering a deployment, stated he would 'do anything necessary to make sure we have honest elections' and has previously expressed regret over not enlisting the military to seize voting machines after the 2020 election.
  - The Department of Homeland Security clarified that ICE is 'not planning operations targeting polling locations' but could 'rapidly respond to an incident if necessary' if called by local law enforcement.

Rationale

(0) None of the sources shows the condition met. The Oct 8 D.C. Guard drop-box incident predates the window, involved a drop box rather than an in-person site, and was disavowed as incidental. No GOP governor order and no confirmed armed federal presence at an open site after Oct 15 has been found. (a) About three weeks remain: early voting runs through Election Day on Nov 3, and the question resolves Nov 6. (b) The status quo is No. Gen. Caine and the Pentagon say there are no plans for troops at polls, and DHS says it is 'not planning operations targeting polling locations.' Section 592, the DoD directive and new state buffer laws all raise the cost. The primaries passed without any qualifying armed deployment. (c) NO: ICE, FBI and Guard stay away from voting sites, and any brief appearances are judged incidental or lack credible reporting that they were armed and deliberate. GOP governors, including Kemp and Abbott, follow past practice, and Nov 3 passes without a qualifying event. (d) YES: during Texas, Arizona or Georgia early voting, or on Election Day, ICE or FBI agents serve a warrant or make an arrest at or near an open polling site. Credible outlets report the agents as armed and the action as aimed at someone at that site. DHS's 'we will be where we need to be' carve-out, Homan's 'go where we gotta go,' and the primary-season San Antonio and Syracuse incidents make this plausible across roughly 100k sites. Even so, those precedents were reactive or targeted a person, and firearms were never confirmed. Resolvers would also have to set aside the 'incidental' clause. I put the residual risk near the mid-teens.

What would change my mind

A credible report of ICE, FBI or state troopers deliberately conducting an operation at an open polling site, or an emergency or Insurrection Act declaration, would push me above 70%. A clean Election Day with no reported incidents, or a court injunction, would push me well below 10%.

Current state: The Metaculus question (46051) is still open: it closes 2026-11-02 and is scheduled to resolve 2026-11-06, with 57 forecasters. As of mid-October 2026, credible reporting shows no confirmed deliberate deployment of armed troops or officers to a polling or early-voting site. The one incident so far is armed National Guard members standing at a ballot drop box by the Foggy Bottom Metro in DC on Oct 8–9. Guard officials said they were a patrol that had paused briefly and were not guarding the box. JTF-DC says its members are 'directed not to monitor or secure polling locations.'

Note: The DC incident probably does not count, for three reasons. First, the fine print excludes locations used solely as drop boxes. Second, officials denied the troops were there deliberately. Third, it happened before DC's in-person early voting opened, although one WaPo subheadline calls the spot an 'early-voting site.' In response, the DC Board of Elections asked the Guard to limit its presence near voting locations. Gen. Caine said Aug 31 there are 'no plans' for troops at polls. DHS says ICE is not planning operations targeting polling sites, but Secretary Mullin said agents could enter polling places to serve warrants. In-person voting continues through Nov 3, so the risk window is still open. An NAACP lawsuit against armed agents at the polls has been reported.

## Question
Will the Trump administration or a GOP state governor deploy armed officers or troops to a polling or early voting site in 2026?

## Description / Resolution Criteria
## Description
*This question is contributed by Bright Line Watch. See also the* [*U.S. Democracy Threat Index*](https://www.metaculus.com/index/us-democracy-threat/)*.*

For several months the [Former JAG Working Group](https://www.formerjagworkinggroup.org/) has been submitting memoranda to members of the U.S. Congress and staff members [warning](https://www.formerjagworkinggroup.org/post/sixth-memorandum-to-members-of-congress-and-staff) of possible plans to deploy troops to voting sites to intimidate voters. Federal [law](https://www.law.cornell.edu/uscode/text/18/592) prohibits deployment of "any troops or armed men at any place where a general or special election is held, unless such force be necessary to repel armed enemies of the United States." In a recent [interview](https://time.com/article/2026/10/01/donald-trump-2026-interview-transcript/) with Time Magazine, Donald Trump replied, "I don't rule anything out or in" in response to questions about plans to declare a state of emergency in the days leading up to the election or the deployment of ICE agents to polling stations.

In October 2026 there were sightings of National Guard troops standing by an official ballot dropbox in Washington, DC, posted on social media ([example](https://x.com/YourAnonCentral/status/2108874736122171883)). However, subsequent to the social media footage, there were [reported](https://www.washingtonpost.com/dc-md-va/2026/10/09/troops-were-loitering-by-dc-ballot-box-by-mistake-national-guard-says/) denials that the deployment was deliberate.

## Resolution Criteria
This question resolves as **Yes** if active duty United States military personnel, National Guard members, federal officers, or state troopers are deployed by the U.S. federal government or a Republican state governor to any polling or early-voting site, while that site is open for in-person voting for the [2026 general elections](https://en.wikipedia.org/wiki/2026_United_States_elections).

In order to count, the personnel or troops must be armed with firearms and must be either inside the voting site or within 250 feet of its entrance.

## Fine Print
For purposes of this question, deliberate deployment for any stated reason counts regardless of stated purpose (e.g., ICE officers enforcing immigration laws or National Guard with the stated purpose of protecting voters).

State troopers are defined as law enforcement officers working for state-level law enforcement agencies. Officers of sub-state level agencies such as county sheriff’s departments or municipal police departments do not count.

A deployment by a Republican state governor counts if it is ordered by the governor or, in cases where the deployment order is issued by another state official, when it is specifically authorized by the governor.

Personnel present in a personal capacity (such as voting or serving as poll workers) do not count.

Personnel whose physical closeness to a polling location is incidental to their other duties, including personnel passing through an area, would not count, as long as their presence is coincidental and unrelated to that site or there is a lack of uncontroversial credible reporting that they were deliberately deployed there.

This question will resolve based upon reporting from [credible sources](https://www.metaculus.com/faq/#definitions).

Locations used solely as drop boxes for mail-in or absentee ballots do not count.

This question's information (resolution criteria, fine print, background info, etc) is synced with an [original identical question](https://www.metaculus.com/questions/46051) which opened on 2026-10-12 17:00:00. This question will resolve based on the resolution criteria and fine print of the linked original question. However, if this question would resolve differently than the original question, then this question will be annulled. Additionally, if the original question's resolution could have been known before this question opened, then this question will be annulled.

## Research reports (one per dimension: web search + page reads, dated, with sources)
### CURRENT STATE
- [2026-10-08/09] Guard troops were filmed beside a D.C. ballot drop box outside Foggy Bottom-GWU Metro.

- [2026-08 (GA)] Georgia GOP gubernatorial nominee Jackson was recorded saying Gov. Kemp would "get the National Guard." His campaign said he never meant troops would staff polling places. Kemp's spokesperson said the state is handling the election the same way as in the past. https://www.11alive.com/article/news/politics/rumblings-national-guard-presence-georgia-2026-election-midterms/85-ef3c49a2-3e53-4d46-9da2-62eaaee06716

### BASE RATE

- [2026-10-07] FBI Director Patel declined to rule out FBI agents at voting sites. DOJ says it will send federal personnel to polling locations as monitors, with a record 1,000 planned. Monitors are not law enforcement officers and are not armed under this framing.

### KEY FACTORS

### EXPERT VIEW

### YES CASE

### NO CASE

## Required pre-forecast walkthrough

Before giving probabilities, walk through these explicitly:
  (0) Resolution check: do the sources above show the resolving condition ALREADY met (or already impossible) as of today? If so, say which source and price it at the cap. Otherwise, name what would still have to happen and by when (the RESOLUTION date).
  (a) The time left until the question resolves.
  (b) The status quo outcome — what happens if nothing changes from today.
  (c) A brief scenario that results in NO.
  (d) A brief scenario that results in YES.

## Calibration guidance

- **Anchor on the status quo.** Require strong specific evidence to move far from it.
- 0.05 / 0.95 require strong, multi-source evidence. Avoid >0.97 or <0.03 unless the outcome is already settled or near-tautological — overconfident misses are punished heavily by the log score.
- **Prediction markets are a prior, not an anchor.** If the evidence lists a SAME QUESTION market, treat its price as a strong, well-calibrated prior and name the specific evidence the market lacks whenever you land more than ~15 percentage points from it. A RELATED market (different deadline, threshold or resolution) is context only — do not anchor on it. If no market is listed, there is none on this question; do not assume one.
- **Anchor on the resolution source.** If the evidence includes a RESOLUTION SOURCE block, the question resolves on what THAT page shows, not on what the world does. If it says the resolving condition is already met, the correct probability is at the cap (0.97-0.98); if definitively unmet with no path left, 0.02-0.03. Otherwise its current state is your status quo, and the gap between the source and reality (lagging updates, different metric, classification rules) is a first-class risk to price explicitly, not a footnote at 5%.
- **Treat research as fallible, not ground truth.** A single-source or "very recent" claim — especially one the evidence flags as unverified, possibly AI-generated, or low-credibility — must not drive you to near-certainty. When a load-bearing fact is unverified, list it in unverified_claims (it will be checked) and keep at least 10-15% on the chance it is wrong.
