Mean of 2 draws (0.95, 0.95). (0) The condition is not yet met. The November 2026 WPU0913 print is due on 2026-12-15 at 8:30 ET. BLS and FRED show September 2026 at 282.486, about 7.5 points (2.7%) above the strike, and the index has sat at roughly 280–283 since June. (a) The deadline is about 7 weeks away. The October print comes on Nov 13 and the November print on Dec 15, the same day the market closes. (b) Status quo is Yes: if the plateau holds, November prints near 282 and clears 275 comfortably. (c) No would need one of two things. The first is a sharp reversal of more than 2.6% in two months, perhaps from weak printing-and-writing demand, failed freesheet hikes and a low first print. That has no precedent in the 2019–2026 data, where the largest declines were about 1–1.4 points a month. The second is a release delay, such as a shutdown, leaving no first print by the close; how that would settle depends on contract fallback terms I could not see. (d) Yes follows if the index holds or drifts up. Lagged third-round containerboard hikes (PCA expects realisation in Q4 and Q1 2027), tight uncoated-freesheet capacity, and rising wood pulp (WPU0911 up four straight months) all push up. I anchor on Kalshi's 93% (bid 90, ask 93). I lean slightly higher because the fundamentals point flat to up. The main residual risks are first-print noise (June's first print was revised by about 3.5 points) and release timing.

This is a structured BLS PPI index question, so FRED series WPU0913 gives the recent trajectory and the level relative to 275, which matters most. kalshi_direct is the price anchor and resolution_source is mandatory. kalshi_related on the KXPAPER series shows the other strikes, which together imply a distribution.

The index has been flat at about 282 since July, and containerboard pricing is flat to rising, so a fall of more than 2.6% by November would need a sharp reversal. The risk is a drop in the NSA series or an unusual revision. That said, the question resolves on the first November print, due 2026-12-15. - base rate: The latest print (282.486) is about 2.7% above the 275 strike. The index has been flat to slightly up for three months, and historical month-to-month moves of −7 points over two months are essentially unprecedented outside shocks. Producer announcements point to flat or higher prices, so the outside view strongly favors the index staying above 275, with the main residual risks being an unusual drop or a BLS release delay. - yes case: The YES case is that the index has plateaued about 7.5 points above the strike, cost and capacity drivers are still pushing up, and no 7-point two-month drop appears in the series I read. YES only needs the plateau to hold within about 2.6%. - no case: The only credible NO routes are a failure to publish the November print by the Dec 15 close, which is both the release date and the deadline, or a sharp reversal of more than 2.6% that nothing I found supports. On the level alone this side is weak.

- [2026-10-15] FRED WPU0913 (NSA, 1982=100, updated 2026-10-15) shows Sep 2026 at 282.486, Aug 282.657, Jul 282.285, Jun 280.394 and May 276.558. Through 2025 the index sat at 250–256. The jump from about 257 to about 282 came in Feb–Jun 2026. https://fred.stlouisfed.org/data/WPU0913.txt - [2026-09-10] The Aug 2026 first print was 282.266 (ALFRED). It was later revised to 282.657, a +0.39 upward revision. https://alfred.stlouisfed.org/series?seid=WPU0913 - [2026-09-15] The BLS 12-month change for WPU0913 was +10.0% (P) for Aug 2026, +10.4% for Jun and Jul, and +8.6% for May. https://data.bls.gov/timeseries/wpu0913?output_view=pct_12mths - [2026-10-15] The all-commodity PPI context is hot. Final demand rose 1.3% in September (the largest rise since March 2022) and 6.3% over 12 months. Energy led the rise: diesel +21%, crude +28%. https://www.bls.gov/news.release/ppi.nr0.htm - [2026-10-19] Fastmarkets RISI (PPW, 16 Oct) showed containerboard flat in October. It had recognised +$70/ton for linerboard and +$100/ton for medium in September. https://www.packagingdive.com/news/containerboard-pricing-flat-october-2026-fastmarkets/832699/ - [2026-10-19] Fastmarkets contacts expect the third round of hikes to keep being implemented through March 2027. Truist predicts another $50/ton in April 2027. SBS and recycled paperboard were also flat in October despite announced hikes. https://www.packagingdive.com/news/containerboard-pricing-flat-october-2026-fastmarkets/832699/ - [2026-10-22] PCA's Q3 call said it has realised substantially all of its first net $50 hike and about half of the second $50 hike. It expects almost all of the remainder in Q4. https://www.fool.com/earnings/call-transcripts/2026/10/22/pca-pkg-q3-2026-earnings-call-transcript/ - [2026-07-27 to 2026-08-03] Producers announced a third round of containerboard hikes: PCA $140/ton, Smurfit Westrock $100, International Paper $80, Cascades $110–140. Market participants expected only $50–70 to be recognised. https://www.packagingdive.com/news/international-paper-containerboard-price-hike-boxboard-sbs-smurfit-westrock/826355/ - [2026 Q1–Q2] Uncoated freesheet supply is tight. The index has held in a 280–283 band for four months (Jun–Sep). I found no source showing a drop in paper prices. BOTTOM LINE: The latest WPU0913 print (Sep 2026, 282.486) is well above 275. The index has been flat at about 282 since July, and containerboard pricing is flat to rising, so a fall of more than 2.6% by November would need a sharp reversal. The risk is a drop in the NSA series or an unusual revision. That said, the question resolves on the first November print, due 2026-12-15. - [2026-10-15] WPU0913 (NSA, 1982=100) for Sep 2026 is 282.486. The prior months are Aug 282.657, Jul 282.285, Jun 280.394 and May 276.558. Sep is about 7.5 points (2.7%) above the 275 strike, with two more prints (Oct, Nov) before the one that matters. https://fred.stlouisfed.org/series/WPU0913 - [2026-10-15] The 2025–26 path, from FRED's full history, is flat at about 256 from Jul 2025 to Jan 2026 (Nov 2025 was 255.9–256.6 across vintages). It then rose to 263.8 in Feb, 264.8 in Mar, 270.9 in Apr, 276.6 in May, 280.4 in Jun and about 282.3–282.7 in Jul–Sep. The uptrend has plateaued over the last three months. https://fred.stlouisfed.org/data/WPU0913.txt - [2026-10-15] Base rate for month-to-month moves, from the same history. Since 2021 the largest monthly declines were small, about 1 point or less (for example Nov 2022 −0.95 and Aug 2023 −1.4). I did not find a drop of 7+ points in two months since the 2020 COVID dip, which was about −1 to −2 per month. A fall from 282.5 to ≤275 by Nov would be unusual by historical standards. https://fred.stlouisfed.org/data/WPU0913.txt - [2026-09-15] BLS 12-month changes for the series were +10.4% (Jun, preliminary), +10.4% (Jul) and +10.0% (Aug). Indexes are revised for up to four months, but this contract uses the first-published value. https://data.bls.gov/timeseries/wpu0913?output_view=pct_12mths - [2026-10-19] Fastmarkets RISI showed containerboard flat in October after rises in September of +$70/t for linerboard and +$100/t for medium. Net 2026 recognition is +$170/t linerboard and +$200/t medium. Contacts expect the third round of hikes to keep being implemented through March 2027. Some analysts predict another hike in the coming months. SBS and recycled boards were flat despite announced increases. https://www.packagingdive.com/news/containerboard-pricing-flat-october-2026-fastmarkets/832699/ - [2026-10-22] PCA's Q3 call said the latest $70/t increase will be realized partly in Q4 and mostly in Q1 2027. That is a further upward pull on price indexes, not a downward one. https://www.fool.com/earnings/call-transcripts/2026/10/22/pca-pkg-q3-2026-earnings-call-transcript/ - [2026-04 to 2026-06] Uncoated freesheet is tight. International Paper is exiting UFS and the Pixelle Chillicothe mill closed. Operating rates are expected in the low-to-mid 90s%. Producers announced a second round of price increases for May and June. https://specialtyprintcomm.com/blog/the-paper-market-unfolded-q1-2026/ - [2026-10-07] Global signals are firming. Suzano announced October pulp increases of +$50/t in Europe and the Americas, and Sappi, Solidus and Jujo have announced price increases. https://www.euwid-paper.com/topic/price-reporting/ - [2026-10-15] Macro backdrop: final-demand PPI rose 1.3% in Sep 2026 (+6.3% y/y), driven by energy, which rose 10.8%. That is an inflationary environment, with cost-push from energy and freight. The Oct PPI is due 2026-11-13. https://www.bls.gov/news.release/archives/ppi_10152026.htm - [2026-10-15] The Nov 2026 PPI release date was not confirmed on the pages I read. The Oct release is scheduled for Nov 13, and the Nov data would normally come in mid-December, near the Dec 15 market close. A delayed release is a timing risk for resolution, not for the level. https://www.bls.gov/ppi/ BOTTOM LINE: The latest print (282.486) is about 2.7% above the 275 strike. The index has been flat to slightly up for three months, and historical month-to-month moves of −7 points over two months are essentially unprecedented outside shocks. Producer announcements point to flat or higher prices, so the outside view strongly favors the index staying above 275, with the main residual risks being an unusual drop or a BLS release delay. report: yes case
YES means: the first-published BLS value of WPU0913 (Paper, NSA, 1982=100) for November 2026, due 2026-12-15, is above 275.00. - [2026-10-15] FRED's full history shows the index at 282.486 for Sep 2026. That is 7.49 points above the strike. The index has not printed at or below 275 since Apr 2026 (270.864) and has been above it for May through Sep. For November to resolve NO, the index would have to give back roughly 1.5 months' worth of the Feb–Jun rise (about 25 points in total). https://fred.stlouisfed.org/data/WPU0913.txt - [2026-10-15] The historical tail is thin. The Feb–Sep 2026 rise (about 26 points) was the largest of the 2021–26 data I read. The 2022 peak was 249.997 in Oct 2022, followed by a drop of only 0.95 to 249.047 in Nov. The 2023 declines were also small: the index went from 251.521 (Apr 2023) to 246.618 (Aug 2023), about 5 points over four months. A 7.5-point fall over two months has no precedent in the 2019–2026 monthly data I read. https://fred.stlouisfed.org/data/WPU0913.txt - [2026-09-18] The producers' third containerboard hike has not yet fed through to this index in full. Fastmarkets recognised only part of it in September. Green Markets found that many buyers were only just paying the June $50/t increase. So some of the pricing already announced is still to come. BofA expected an $80/t bump in September and possibly another $50/t later. Fastmarkets contacts expect implementation to run into March 2027. This is a lagged, upward drift in the paper inputs. https://www.packagingdive.com/news/fastmarkets-risi-containerboard-pricing-september-2026/830365/ - [2026-09-18] The supply side supports prices. Fastmarkets estimates about 3.9 million tons of US containerboard capacity retired since Feb 2025, with mill backlogs of five to six weeks reported in August. The sources say the weak point is demand, not supply, which is a risk to the realised price of the third hike, not to existing levels. https://www.jotamachinery.com/category/blog/industry-news/containerboard-price-realization/ - [2026-10-07] Input costs are rising. WPU0911 (wood pulp) was 222.983 in Sep, up from 204.693 in May and 208.059 in Jun. It rose in each of the last four months, which is a cost-push for paper mills. https://fred.stlouisfed.org/series/WPU0911 - [2026-10-15] The macro backdrop is inflationary. The Sept PPI release says the processed-goods intermediate index rose 2.5%, with energy and freight the main drivers. The release also names no pulp or paper decline among the notable decreases. https://www.bls.gov/news.release/ppi.nr0.htm - [2026-09-30] European graphic paper makers are pushing more increases. Sappi announced a 5–7% rise on woodfree coated paper from 12 Oct, and a label paper rise from 1 Nov. Sappi cites rising costs. This is a global sign of price firmness, though it is not a US data point. https://www.euwid-paper.com/topic/price-reporting/ - [2026-09-10] First prints can differ a lot from later values. Trading Economics, quoting the FRED vintage then current, listed a record high of 283.86 for June 2026. FRED now shows Jun at 280.394, which is a downward revision. Aug's first print of 282.266 was later revised up to 282.657. Both revisions came from the same index. For this contract only the first print counts. A first print can run above the later settled level, so the revision pattern cuts both ways. https://tradingeconomics.com/united-states/producer-price-index-by-commodity-for-pulp-paper-and-allied-products-paper-fed-data.html - [2026-04 to 2026-06] UFS (uncoated freesheet) supply has been structurally tighter in the US. Pixelle's Chillicothe closed in Aug 2025, and IP is leaving UFS at Riverdale. Boise, Domtar and Sustana announced further 4–8% increases for June. Operating rates are forecast in the low-to-mid 90s%. Together these give the 2026 step-up a capacity basis, so it is less likely to reverse like a transient spike. https://specialtyprintcomm.com/blog/the-paper-market-unfolded-q1-2026/ - Single most likely path to YES: the index stays in its roughly 280–284 plateau, or edges up as the lagged third containerboard round and UFS increases show up. It needs no new rise. A decline of under 7.5 points, or about 2.6%, still resolves YES. The prerequisites are: - no collapse in realised prices; - the November PPI being published on schedule, since BLS lists it for 2026-12-15, the market's close; - no unusually large downward first-print adjustment. BOTTOM LINE: The YES case is that the index has plateaued about 7.5 points above the strike, cost and capacity drivers are still pushing up, and no 7-point two-month drop appears in the series I read. YES only needs the plateau to hold within about 2.6%. NOT FOUND: the Oct 2026 WPU0913 print (due 2026-11-13). Any analyst forecast for WPU0913. BLS-flagged preliminary status of the Sep value on bls.gov. Any other Kalshi strikes or sibling markets (not searched, per instructions). A confirmed US-specific UFS price move for Sep–Oct 2026.
report: no case
YES means: the first-published BLS value of WPU0913 (Paper, NSA, 1982=100) for November 2026 is above 275. I found no hard evidence that makes NO likely. The NO case rests on a few narrow routes, set out below. - [2026-10-24] **Release timing is the main NO route.** The BLS PPI detailed report for September 2026 lists the November 2026 PPI release as Dec 15, 2026, 8:30 ET, the same day trading closes. A slip of even a day would leave no first print before the close. The rules give no deadline other than the trading close. Any delay would force a resolution call on the contract's own fallback terms, which I could not see. https://www.bls.gov/web/ppi/ppi_dr.pdf - [2026-10-24] **A delay has happened twice in the last 13 months.** Because of the 2025 lapse in appropriations, the September 2025 PPI moved from Oct 16 to Nov 25, 2025. https://www.bls.gov/bls/2025-lapse-revised-release-dates.htm - [2026-10-24] **A second lapse in early 2026 also pushed back releases.** Releases slipped by a few days in February 2026. BLS has described the 2025 shutdown's effects as still working through its data into 2026. I found no report of a shutdown risk for December 2026. The Nov 13 and Dec 15 PPI dates are listed as official. https://www.bls.gov/bls/2025-lapse-revised-release-dates.htm - [2026-10-24] **BLS is already treating October 2026 specially.** It will omit some October 2026 12-month changes because no October 2025 prices were collected. The WPU0913 level is unaffected, but this shows the shutdown legacy is still in the data. https://econotimes.com/U-S-Shutdown-Leaves-Gaps-in-October-2026-Inflation-Comparisons-1757197 - [2026-10-24] **A first November print has to be the one published, not a revision.** The contract uses the first value. BLS marks recent months preliminary and revises them for four months. The Aug first print was revised up, so revisions do not help NO. https://data.bls.gov/timeseries/wpu0913?output_view=pct_12mths - [2026-10-24] **NO needs a fall of 2.6% or more, and the strongest evidence points the other way.** The wider Paper Mills industry index (PCU3221232212) rose each month May–Sep 2026, ending at 252.033. That index had not rolled over as of the September print. https://fred.stlouisfed.org/series/PCU3221232212 - [2026-10-24] **The lagging components could drag on the index.** The parent group index WPU09 was only 355.5 in June (P). It is the wood-pulp index that rose only modestly in 2026 (204.09 in June). Pulp had fallen from 226 in Aug 2025. A pulp-led softening is the only mechanism I can see, and it is weak. https://ycharts.com/indicators/us_producer_price_index_pulp_paper_and_allied_products_woodpulp - [2026-10-24] **The NO case on fundamentals is demand, not supply.** AF&PA reports July printing and writing shipments down 9% year on year, with inventories up 3% from June. Coated freesheet shipments were down about 6%. If the freesheet price rises fail to stick, that is where a retreat would start. https://www.walsworth.com/blog/paper-market-update-sept-26 - [2026-10-24] **Supply tightness offsets that.** Taylor's Q4 2026 note says North American UFS capacity is projected down about 366,000 tons in 2026 against a demand decline of about 223,000 tons. It reports UFS prices up about $120/ton in H1, about 7% above the prior year. Fuel surcharges have begun. https://www.taylor.com/research/material-matters-q4-2026 - [2026-10-24] **Historical precedent for NO is thin.** The 12-month change path shows moves of this size only in the 2021–22 spike and its slow unwind (+17.6% Jan 2022 falling to −1.2% by Oct 2023). Even that unwind was gradual, at roughly 1 point per month or less. A 7-point fall in two months has no precedent in that record. https://data.bls.gov/timeseries/wpu0913?output_view=pct_12mths BOTTOM LINE: The only credible NO routes are a failure to publish the November print by the Dec 15 close, which is both the release date and the deadline, or a sharp reversal of more than 2.6% that nothing I found supports. On the level alone this side is weak. NOT FOUND: any announced or reported BLS delay or shutdown risk for the Dec 15 release; the contract's rule for a missing print; the October 2026 WPU0913 value; any analyst forecast of a paper-price decline.

(0) Not yet resolved. The November 2026 WPU0913 first print is due from BLS on 2026-12-15 at 8:30 ET. The latest print, September 2026, is 282.486 per BLS and FRED, about 7.5 points (2.7%) above 275. (a) About seven weeks remain until the release that settles this; trading closes one minute before it. Two more prints come first: October on Nov 13, then November. (b) Status quo is YES: the index has held at 280–283 for four months (Jun–Sep). Containerboard is flat to rising, with the third round of hikes still being implemented into Q1 2027 per Fastmarkets and PCA. Pulp input costs are rising and uncoated freesheet capacity is shrinking. (c) NO would need either a sudden collapse in realised paper prices or a large downward first print. A 7.5-point two-month drop has no precedent in the 2019–2026 history, where the largest declines were about 1 point a month. The other route is a release-delay or shutdown scenario that triggers unfavourable fallback terms, which I could not see. No source reports any December shutdown risk. (d) YES needs only the plateau to hold within about 2.6%, which current pricing momentum supports. The Kalshi anchor is 93% (bid 90 / ask 93). The fundamentals and the base rate justify going slightly above it, while keeping a few percent for release-timing and fallback ambiguity and for first-print noise.
